for Bid Sealed bids, entitled Bid for Montana Pole and Treating Plant
Site Phase 3 Remedial Action, addressed to Neil Marsh, Montana
Department of Environmental Quality, P.O. Box 200901, 2209 Phoenix
Avenue, Helena, MT 59620-0901 will be received at the office of the
Montana Department of Environmental Quality (DEQ) until 2:00 P.M.,
local time Wednesday, August 11, 1999 and then publicly opened and read
thereafter. The work to be completed under this contract consists
primarily of: 1. North Side Infiltration Cell Area -- Excavate to below
the groundwater surface (approximately 6,700 cubic yards) in existing
north side infiltration cells and stockpile soils adjacent to the
cells. 2. North Side In-situ Treatment System -- Install plumbing and
gravel for an in-situ treatment system in the infiltration cell
excavation. This will require placement of approximately 5,400 tons of
gravel and 2,000 lineal feet of HDPE pipe. Place geotextile fabric
over gravel layer. 3. North Side Backfill -- Place clean excavated and
local borrow soils (approximately 5,300 cubic yards) above the north
side in-situ treatment layer. Place approximately 9,900 cubic yards of
clean excavated and local borrow soil above backfilled treated soils
(see number 4 below). 4. Off-load Land Treatment Unit / North Side
Backfill -- Remove top 18 inches of treated soil (approximately 22,000
cubic yards) from the site's land treatment unit (LTU). Haul and place
this material as backfill material in the north side infiltration cell
area. 5. Excavate South Side Soils -- Excavate approximately 146,000
cubic yards of soil on south side of site. Clean soils (76,000 cubic
yards) will be segregated from contaminated soils for use as backfill,
and contaminated soil (70,000 cubic yards) will be transported to the
LTU for on-site treatment. Excavation to approximately 2 feet below
the water table will be required. Excavation will require relocation of
approximately 600 lineal feet of sanitary sewer. Temporary access and
haul roads will be constructed as necessary to complete the work.
Contractor will protect existing utilities, and coordinate work with
utility owners. 6. Product Recovery -- Recover light non-aqueous phase
liquid (LNAPL) during excavation activities. LNAPL recovered during
excavation will be separated from any associated water and delivered to
an on-site LNAPL storage tank. 7. Load Land Treatment Unit -- Screen
contaminated soil excavated from the south side (approximately 70,000
cubic yards) to 2-inches minus and load screened soils on the LTU for
further treatment. 8. South Side In-situ Treatment System -- Install
piping and gravel for an in-situ treatment system in the south side
excavation area. This item requires installation of approximately
14,000 lineal feet of HDPE pipe, a valved distribution system, and
15,000 tons of gravel. 9. Backfill South Side Excavation -- Place
geotextile fabric and partially backfill excavation area with clean
excavated soils (approximately 76,000 cubic yards). 10. Potable Water
Line -- Install approximately 1,400 lineal feet HDPE water line from a
pressure relief valve box on the south side of the site to the water
treatment plant on the north side of the site. 11. Sanitary Sewer --
Relocate/replace approximately 600 lineal feet of existing sanitary
sewer lines and install approximately 1,200 lineal feet of new sanitary
sewer lines and manholes in the south portion of the site. Contract
Value is estimated between $1,000,000 and $3,000,000. Drawings and
specifications will be available on Monday, July 12, 1999 for viewing
at the Dodge Plan Rooms in Denver, Boise, Seattle, and Salt Lake City,
the Spokane Construction Council, Spokane, WA, the Montana
Contractors' Association, Helena, MT, the Builders' Exchange in
Bozeman, Great Falls, Missoula, Billings, and Butte, MT, Northwest
Montana Plan Exchange, Kalispell, MT, and DEQ, Remediation Division,
Helena, MT. Copies of drawings and specifications may be obtained on or
after Monday, July 12, 1999, from the Helena office of Camp Dresser &
McKee Inc. (CDM) at 34 North Last Chance Gulch, Suite 104, Helena, MT
59601 or by calling CDM at (406) 449-2121 or faxing (406) 449-6768. A
non-refundable deposit of $125.00 must be paid in advance for the plans
and specifications in cash or check payable to CDM. There will be a
pre-bid walk-through at the project site at 220 West Greenwood, Butte,
MT at 10:00 a.m. Tuesday, July 20,1999, followed by a pre-bid
conference at 1:00 p.m. at the War Bonnet Inn, 2100 Cornell, Butte, MT.
Interested contractors are encouraged to attend. Bids shall be
submitted in accordance with Instructions to Bidders and with the laws
of the State of Montana. Work necessary for the excavation and
placement of contaminated south side soils on the land treatment unit
must be substantially complete, as defined in the General Conditions,
within 165 consecutive calendar days from the project start date. All
other contract work required for the Phase 3 Remedial Action must be
substantially complete within 225 consecutive calendar days from the
project start date. Contract time is tolled during winter shut down
which is assumed to last approximately 120 consecutive calendar days.
All workers employed in performance of the project work shall be paid
prevailing wages at rates required by Federal regulation and the State
of Montana. Contractor must provide assurances that employees and
applicants for employment are not discriminated against because of
their race, color, religion, sex, or national origin. Contractor shall
comply with U.S. Environmental Protection Agency requirements [40 CFR
31.36(e)(2)] to take affirmative steps for awarding a fair share of
the funds to small business, minority business, and/or women's business
enterprises. Proposals must be accompanied by Certified Check,
Cashier's Check, or Bid Bond payable to the Montana Department of
Environmental Quality in an amount not less than 10% of the total
amount of the bid. The successful bidder must furnish a Performance
Bond and a Labor and Materials Payment Bond, each in the amount of 100%
of the contract amount. Insurance as specified, and demonstrated by
original certificate, must be provided. No Bid may be withdrawn after
the scheduled time for public opening of bids. The Montana Department
of Environmental Quality reserves the right in its sole discretion, to
cancel the contract solicitation for this project, to reject any and
all Bids, to postpone or refuse to award the contract, to consider the
Bid of another Bidder, to waive any and all informalities, and to take
any other action it deems in the best interests of the State of
