The objective of this project is to revitalize the exterior of
buildings 2248 (Bowling Center) and 2249 (Base Gym), at Fairchild AFB,
WA. The work includes, but is not limited to the complete removal of
existing site asphalt and miscellaneous concrete paving; continuous saw
cutting and removal of the entire existing loading dock and related
concrete stairs, ramps, removal of existing lap siding and metal
fascia. Civil work includes new site grading, removal and connections
to existing storm, drain and fire hydrant systems; new concrete curbs,
gutters, asphalt and concrete paving; poured in place and modular
concrete retaining walls, site earthwork, landscaping and irrigation.
A full size brick for the exterior wall panel system shall be used
except for clerestory areas which remain thin brick. Entry canopies
shall be provided containing structural steel and a metal roof system.
Existing doors windows and frames shall be provided with vehicle and
pedestrian ramps, stairs, and levelers. Electrical work includes new
site and building mounted lighting and concealment of existing
electrical and communications lines. Mechanical work includes
relocation of various grilles and exterior HVAC equipment. This
acquisition will use Best Value, Past Performanceprocedures. The
magnitude of this project is estimated to be between $5 million and $10
million. Performance period for this project is 365 calendar days. This
time period is further broken out into four separate phases. The first
phase is 60 calendar days for submittals; the second through fourth
phases (305 days), are for the contractor to complete the physical
portions of the work. A separate Notices to Proceed will be issued for
each phase. Work hours are 7:30 AM 4:30 PM excluding federal holidays.
This work is not located in a restricted or controlled area. This
project is 100% unrestricted. Any responsible source may submit a
proposal. Estimated proposal issuance date is 08 Jul 99. Interested
parties may download the solicitation package from www.eps.gov. This
SIC Code for this acquisition is 1542. The business size standard is
$17 million. The project will have four line items. The Base Items will
consist of two line items for the Base Gym. Two Optional Line Items
will be for the combination of the Base Gym and the Bowling Center.
Award will be based on the amount of funding received. SPECIAL STRADDLE
BID: FUNDS ARE NOT PRESENTLY AVAILABLE FOR THIS PROJECT. NO AWARD WILL
BE MADE UNDER THIS SOLICITATION UNTIL FUNDS ARE AVAILABLE. THE
GOVERNMENT RESERVES THE RIGHT TO CANCEL THIS SOLICITATION EITHER BEFORE
