Land application of anaerobically digested liquid sludge from Fort Campbell Wastewater Treatment Plan (WWTP) by means of subsurface injection to land areas located on post. The contractor shall perform six events ona bi-monthly basis. At each event he shall provide pump, field stand, applicator and truck for mobilization or demobilization. His fieldwork includes applications of soil boring, rain gauge, tensiometer, trucks, etc. with managers and equipment operators. Lime shall be added to soil to adjust a minimum PH of 6.5 for sludge/soil mixture prior to second and subsequent land application event. Sludge distribution on the land application sites will be uniform throughout the permitted area. Work includes rpoviding all resources and management necessary to laod, transport and land apply through subsurface injection, approximately 1,500,000 gallons of liquid digested sludge per year. If weather conditions are not suitable for land applications, the belt press method shall be used. The contractor shall provide the belt press machine, operator, and be responsible for hauling the dired sludge to a designated landfill for disposal. The SIC code is 4953/$6.0 million. This acuqisition is issued pursuant to the "Business Opportunity Development Reform Act of 1988" and subsequent award will be subject to the Small Business Competitive Demonstration Program; therefore this solicitation is Unrestricted. For the purpose of determining small business status, a small business is a concern and all of its affiliates whose average gross receipts does not exceed $6 million for the preceding three fiscal years.
