of deteriorated base and wearing course paving by removing existing
unacceptable material and replacing with new Bituminous Concrete Base
Course (BCBC). Overlay station roads and parking areas with ID-2
Bituminous Surface Course. Install new storm drainage piping associated
with the repair of a station parking lot. Re-grade and stabilize
drainage swales and perform roadside restoration and incidental related
work. Also, repair and replace concrete channel as shown in the
drawings. Contractor must keep a lane open to traffic at ALL TIMES. The
Government intends to issue this solicitation through the use of CD-ROM
and the Internet on 02 August 1999. In accordance with FAR 5.102(a)7,
availability of the solicitation will be limited to the electronic
medium. The Invitation for Bid (IFB) package will NOT be directly
provided in a paper hard copy format. The address for downloading this

free of charge. Bidders/Offerors interested in obtaining plans and
specifications for this project on CD-ROM must send in their request on
company letterhead stating: (1) Complete solicitation number and
project title; (2) Name, Address and Phone and Fax number of company;
(3) Number of CDs requested; (4) A statement indicating if you are
bidding as a prime contractor or subcontractor/supplier, along with a
Business check or cashier's check annotated with the applicable
solicitation number in the amount of $17.00 (THIS CHARGE IS
NONREFUNDABLE) to Defense Automated Printing Services, Building 4/D,
Attn: Mr. Roy Bowser, 700 Robbins Avenue, Philadelphia, PA 19111-5094.
CDs will be mailed. NO PICKUPS are authorized. Phone requests will not
be honored. NO ORDERS WILL BE ACCEPTED FOR CD-ROMs AFTER THE BID
OPENING DATE. Each check must be made payable to the SUPERINTENDENT OF
DOCUMENTS, and annotated with the applicable solicitation number. If
a contract number is not annotated as required or you check is not made
payable to the SUPERINTENDENT OF DOCUMENTS, your check will be returned
unprocessed. NO CDs WILL BE ISSUED UNTIL PROPER PAYMENT HAS BEEN

be printed from the Internet site. Plan holders lists will not be
faxed and will only be available from the web site. All prospective
bidders are encouraged to register as plan holders for this project on
the Northern Division Internet Electronic Bid Solicitation (EBS) Web
Site when the Invitation for Bid package becomes available. Contractors
interested in obtaining notification when the Invitation for Bid
package is electronically posted on the Internet may fax to Linda

following information: Solicitation Number and Title of Project,
Complete Address, Point of Contact, Area Code and phone number, Area
Code and fax number, E-mail address, identify whether the firm is a
prime contractor, sub-contractor or supplier, indicate whether the firm
is a small business, small disadvantaged business, large business and
if the firm is a women owned business. This information is also
required to register on the EBS Web site. Recording Companies and
Blueprint Companies are also required to forward their information via
fax. Notification of any changes to this solicitation (amendments)
shall be made on the Internet and may also be provided in hard copy. It
is therefore the contractor's responsibility to check the Internet site
listed below daily for any posted changes to the Invitation for Bids,
which will be available on 2 August 1999. See the solicitation for
proper address for delivery of bids. Per the Debt Collections
Improvement Act of 1996, the Defense Federal Acquisition Regulation
Supplement (DFAR) has been amended to require all contractors to
register in the Department of Defense (DOD) Central Contractor
Registration (CCR) Database. Be advised for solicitations issued after
31 May 1998, failure to register in the CCR makes a bidder ineligible
for award of DOD contracts. Information regarding this registration

204.703. Bidders should submit verification of their firm's
registration in the CCR Database with their bid. (Many firms and
commercial printing services have the capability to print the

Internet). This solicitation is being issued on an unrestricted basis,
inviting full and open competition. The Standard Industrial
Classification Code (SIC) is 1611. The related small business size
standard is $17.0 million. The estimated price range will be between
$1,000,000 -- $5,000,000. This procurement will include a Base Bid plus
multiple Options for the same scope of work to be performed in
different areas, determined by the Contracting Officer. The Government
reserves the right to exercise these Options based on the availability
of funds. Bids will be evaluated on the total Fixed Price Lump Sum Bid
Item (Base Bid plus Options). No provision will be made for economic
