Tank-automotive and Armaments Command, Armament Research, Development
and Engineering Center, Picatinny Arsenal, New Jersey, has a
requirement for System Technical Support (STS) for the M919 Armor
Piercing, Fin Stabilized, Discarding Sabot with Trace (APFSDS-T) 25MM
Cartridge. The technical services will include engineering, failure
analysis, process and product improvement, small-scale manufacturing of
components and/or M919 cartridges, and a wide range of ballistic tests.
The technical services cited above require a valid license from the
Nuclear Regulatory Commission, and a complete and thorough knowledge of
all the intricacies of the design, manufacture and function of the
current M919 configuration. The anticipated release date of the Request
for Proposal (RFP) is 26 July 1999. The government intends to make a
sole-source award to PRiMEX Technologies, Inc., Marion, Illinois, in
accordance with FAR 6.302-1(a)(2)(iii)(A)(SEE NUMBERED Note 22). The
