entitled "High Performance Lithium Battery" for non-rechargeable
lithium battery BA-X590A/U, NSN 6135-01-438-9450. This solicitation
will result in a Firm Fixed Price, Indefinite Delivery-Indefinite
Quantity type contract, consisting of three (3) program years. Delivery
orders will be issued to procure the required batteries. Pricing will
be in range quantities as specified in the solicitation. The contractor
shall produce the items in accordance with the SOW and
MIL-PRF-49471A(CR). The batteries will be procured in packages. There
are four (4) each per package. FOB point for the battery is at Origin.
The minimum quantity is 30,000 packages. The potential maximum
quantity is 112,500 packages. The solicitation contains Government and
Contractor First Article Testing requirements and a warranty
provision. The solicitation also contains an option for Direct Vendor
Delivery. The solicitation will be issued as a Request for Proposal and
the procurement will be conducted using BestValue procedures. In an
effort to develop a second source for this battery, the Government is
conducting this acquisition IAW FAR 6.202, Full and Open Competition
After Exclusion of Sources. The excluded source from the acquisition is
the current producer under contract DAAB07-96-D-G018. The draft
solicitation, DAAB07-99-R-A273, and all attachments have been posted to
the Business Opportunities Page at http://abop.monmouth.army.mil. This
draft solicitation is forecasted to become final 15 days after this
notice, however, changes to the draft solicitation and attachments will
be posted on the BOP. The date the solicitation becomes final will be
posted to the BOP. Submission of the Performance Risk portion of the
proposal will be submitted fourteen (14) days prior to the proposal due
date. It is the contractor's responsibility to monitor the BOP for any
