The Coastal Systems Station, Dahlgren Division, NSWC, Panama City, Florida intends to solicit competitive proposals for procurement, integration, fabrication, assembly, and verification testing of a total of 33 Shallow Water Mine Countermeasures Kits for Improved Piloting Performance (SKIPPER) units to be acquired in four lots. LOT I will be funded at contract award consisting of the first Article SKIPPER unit with options to procure each of LOTs II through IV. In the interest of saving time, one set consisting of five commercial off-the-shelf (COTS) electronic boards shall be provided as Government furnished equipment (GFE) for modification and incorporation into the First Article unit. Additionally, SKIPPER Autopilot testing software known as Hardware Test Rig Software shall be provided as GFE to the vendor for verification testing of the SKIPPER units. The vendor shall also be provided a technical data package consisting of the SKIPPER enclosure mechanical drawings, electrical schematic diagrams, and GERBER files. If exercised, LOT II will be an option for 9 SKIPPER units. If exercised, LOT III will be an option for 8 SKIPPER units. If exercised, LOT IV will be an option for the remaining 15 SKIPPER units. COT boards will be furnished to the contractor for all lots (33 sets total). One set of COTs electronic boards is equal to 5 boards. An additional 17 sets of COTS boards are required as spare assemblies, and the contractor will be required to do the modifications to these boards, per the technical data package. The time of delivery shall be from contract award through four months after contract award for LOT I, the first Article. Each option time of delivery is 4 months and if the options are exercised they will be exercised before the expiration date of the then current option term.
