The announcement that originally appeared in the commerce business daily on or about June 18, and as amended on or about June 30, 1999 is again amended as follows: The contractor may propose any case that meets or exceeds the technical specifications. The dimensions and weight requirements of the case are hereby removed from the technical specifications. The responsible lowest priced proposal will be technically evaluated by means of a first article evaluation and past performance. Within 7 days after notification by the Contracting Officer, the lowest priced offeror will be required to submit one computer with case, at no expense to the Government, for technical evaluation. Technical evaluation will include but may not be limited to insuring total compliance with technical specification, satisfactory operation of the proprietary "Warlord" software, and any other test that may be required to insure the best value is received to meet the Government requirements. Corrections or modifications by the contractor to the submitted computer will not be permitted once the technical evaluation has begun. If the computer fails to meet the technical requirement specified and/or to properly operate the necessary functions of the software; the computer will be rejected as technically unqualified. The contractor will be immediately notified in writing of the reasons for technical failure. The next low proposal will then be notified to submit their computer for technical evaluation. If past performance is determined to be unacceptable contractors will not be contacted for product evaluation.
