Knox, KY and HQ USAREC, Fort Knox, KY have a requirement for Market
Research presented in a syndicated study of current teen issues among
12 through 19 year old teens. This solicitation for commercial items is
prepared in accordance with the format in FAR Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the ONLY solicitation; proposals are being
requested and A WRITTEN SOLICITATION WILL NOT BE ISSUED. The
solicitation number to refer to in response to this Request for
Proposal (RFP) is DABT23-99-R-0025. This solicitation document and
incorporated provisions and clauses are those in effect through FAC
97-12. SIC Code is 8732 ($3.5M). STATEMENT OF WORK: The contractor
shall provide all labor and materials for a syndicated study that will
include data that will provide extensive insights into the youth
market in general covering the following topics: Demographies,
LIfestyle, Attitudes, Media habits, Product behavior, Advertising
preferences, The military: image and propensity; "Proprietary
Questions" concerning Army and military image, propensity, advertising
and attitudes. This study will be provided to the U.S. Army Recruiting
Command (USAREC), ATTN: RCPAE-PR-AR, 1307 Third Ave, Fort Knox, KY
40121-2726, on a semi-annual basis. The contractor shall provide one
study in September and one study in March of each contract year.
Quality Control -- The contractor shall ensure that all data provided
under this contract is accurate and timely. GFP -- The Government will
not furnish any property under this contract. Contractor Furnished
Items -- The contractor shall provide the following items: Methodology
and fieldwork, Analysis and syndicated study reports, Computer
diskette containing raw data accompanied by file layout. Specific Tasks
-- The contractor shall provide semi-annual data collection and
analysis which is incorporated in a standard written summary report
including segmentation of results by age and sex of research
respondents. The study shall measure demographics, media habits,
activities/interest, economic buying power lifestyle factors and
attitudes toward current teen issues among 12 through 19 year old
teens. The study shall also have the flexibility to address various
issues of specific concern to the Army, through insertion of several
Army-designed proprietary questions in the survey instrument. A summary
of proprietary question results shall be furnished in the report. The
Contractor shall provide raw data on 3 1/2" high-density diskettes in
SPSS format with coding for further in-house analysis and accompanied
by file layout. Sample size shall be sufficient to produce nationally
projected results and methodology must be consistent over time. The
contractor shall provide all reports and diskettes to the address as
specified above twice a year after each 6 month study is fielded and
analyzed for the term of the contract. The contractor shall ensure that
the computer diskettes are readable and compatible with USAREC systems
before acceptance. The contractor shall provide a written notice,
thirty (30) days in advance, requesting the six (6) proprietary
questions from he USAREC that are to be used in each survey. The
contractor shall provide one copy of the syndicated study reports on
the teenage market including summary tables with cross tabulations of
results by age and sex, based upon research conducted every 6 months.
This requirement contains three CLINS (base year and 2 options years)
for the purpose of issuing a firm fixed price contract: CLIN 0001 --
Syndicated study for the period of 16 Aug 1999 through 15 Aug 2000;
CLIN 1001 -- Syndicated study for the period of 16 Aug 2000 through 15
Aug 2001; CLIN 2001 -- Syndicated study for the period of 16 Aug 2001
through 15 Aug 2002. FAR 52.212-1, Instructions to Offeror-Commercial
Items (Oct 1995) applies to this acquisition. FAR 52.212-2
Evaluation-Commercial Items is included in this solicitation. The
Government intends to award a contract to the responsible offeror whose
offer conforming to the solicitation will be the most advantageous to
the Government, Technical and price related factors will be considered.
The Government reserves the right to award a contract to other than the
lowest price offeror if that offeror does not meet the technical
requirements contained herein. Offers may be asked, at the discretion
of the Government, to provide additional information for clarification.
FAR 52.212-3 Offeror representations and certifications with its Offer
applies to this solicitation. A completed signed copy of this
provision shall be submitted with any proposal (copies of FAR 52.212-3

upon request form the contracting office). FAR 52.212-4, Contract Terms
and Conditions (Aug 1996) applies to this solicitation. The following
