The Naval Research Laboratory has a requirement for research to (1) implement the design, prototype manufacture, and characterization of selected low observable/antenna isolation materials to model their performance on test bodies and to simulate their effectiveness in a military scenario and, (2) to implement, utilize, and improve the Signature Technology Office's (STO) Near Field Physics Research Facility. This will require a through understanding of the microscopic and macroscopic material properties which influence the effectiveness of microwave and infrared signature reduction materials and their impact on electromagnetic energy in both the near and far field. It involves the design, calibration, and utilization of specialized instrumentation for the determination of intrinsic material properties (permeability, permittivity, complex index of refraction {h k} emissivity), macroscopic/reflectivity reflection and absorption of these materials and the measurement of near field electromagnetic energy. The period of performance will be one year with two option years for Nano-Scale Magnetic Materials/Near Field Physics Research and Photonic Band Gap Materials/Near Field Physics Research, if exercised. It is anticipated that a Cost Plus Fixed Fee term type contract will be utilized. A Top Secret Facilities Clearance and Secret storage capabilities are required. Personnel will be required to have DoD granted personnel security clearances prior to performance under the contract. The solicitation is anticipated to close 30 days after the solicitation issuance date. The NRL uses Electronic Commerce (EC) to issue RFPs and amendments to RFPs.
