Space Flight Center (GSFC) is planning to issue a Draft Request for
Proposal (RFP) for support to Code 940, the Goddard Institute for Space
Studies. This effort will support Code 940, the Goddard Institute for
Space Studies (GISS). The proposed services include providing
scientific programming and analysis in support of specific GISS
research programs and performing computer facility operations, systems
programming, technical library operations, and overall logistical
support for the GISS research facility. The scientific programming and
analysis functions are integral parts of the respective research
programs, whereas the other support functions are required to maintain
and operate the facilities used in performing the research. The effort
will be performed on-site at the Goddard Institute for Space Studies in
New York, New York. This procurement will be conducted via full and
open competition. The SIC Code and Size Standard are 8711 and $20M,
respectively. The Government does not intend to acquire a commercial
item using FAR Part 12. See Note 26. The DPAS rating for this
procurement is DO-C9. The purpose of this notice is to identify small
businesses (including small disadvantaged businesses, women-owned small
businesses, HBCU's and OMI's, and qualified HUBZone small business
concerns) that possess the technical capability to be subcontractors to
provide support for the GISS procurement. Responses to this sources
sought notice will be used as a basis for determining the SDB
subcontracting goals that will be included in the GISS RFP. It is
requested that capability statements which specifically address your
capability to support the GISS procurement be submitted to the point of
contacts below, on or before July 26, 1999. To facilitate a prompt
review by the NASA team, a one (1) page summary shall be affixed to the
front of the capability statement submitted which identifies for the
evaluator, by page and paragraph, your company's relevant capability.
It is insufficient to provide only general brochures or generic
information. Your response must specifically address your capability
regarding the GISS procurement. Copies of your capability statements
may be given to GISS Prime Contractor in the future, and should
therefore not contain company-sensitive information. A draft Statement
of Work (SOW) for the GISS procurement have been posted on the World
