Reduction Agency (DTRA) has a requirement to demilitarize the former
chemical agent and weapons production facilities located at Independent
Plant #4, OAO Khimprom, Novocheboksarsk, Russia, in support of Russian
Federation (RF) efforts to convert these Chemical Weapons (CW)
production facilities to commercial chemical production or eliminate
them under the Chemical Weapons Convention (CWC). This is to be
accomplished by supporting RF efforts to implement a conversion plan
for Building 351 submitted to and approved by the Organization for the
Prohibition of Chemical Weapons (OPCW) in accordance with the CWC. The
scope of this effort includes the plans for demilitarization or
destruction of Buildings 350, 352 and 353 within Independent Plant #4,
JSC Khimprom (Novocheboksarsk) in accordance with the CWC. Buildings
included in this effort are as follows: Building 351 -- Munitions
preparation building; Building 350 -- VX-type chemical agent production
and munitions filling building;Building 352 -- Control room,
laboratory, laundry; Building 353 -- Auxiliary (heat exchange, process
cooling, HVAC). DTRA plans to award a sole source contract to OAO
Khimprom, Novocheboksarsk, Russia. Any other firm desiring
consideration must fully identify its capability to perform this
requirement within the time and budget allotted. See Note 22.
