OPERATION AND MAINTENANCE SERVICES (COMS) AND SIMULATOR OPERATOR AND
TECHNICIAN INSTRUCTION SERVICES (SOTIS) FOR F/A-18 TRAINING DEVICE
2E7/SN-6, WEAPONS TACTICAL TRAINER (WTT), FOR THE KUWAIT AIR FORCE. The
F/A-18 training device is located at Ahmed Al-Jaber Air Base, Kuwait.
The COMS/SOTIS effort will be for one (1) F/A-18 WTT Dual Dome device.
This effort will include full supply support for COMS and
administrative supply support for SOTIS. SOTIS includes structured
on-the-job-training (OJT), starting with over-the-shoulder training and
progressing towards hands-on technical trouble-shooting and repair for
Kuwait Technicians on the WTT. The period of performance is scheduled
for two (2) years. Contract Support Date (CSD) is planned for 15 March
2000. Contracted Training Time (CTT) is currently planned for eight (8)
operating hours per day (OHPD) from 0700-1500, Saturday through
Wednesday each week. SOTIS will be conducted during CTT and the
maintenance shift. The method of procurement is unrestricted full and
open competition, and will be a negotiated firm-fixed-price (FFP),
technically acceptable low cost acquisition. The SIC Code is 8711
($20M). The initial award will be for a forty-five day mobilization
period, followed by a one (1) year option, a nine (9) month option, and
a two (2) month transition period. Mobilization date is scheduled for
01 February 2000, and CSD is scheduled for 15 March 2000. It is
anticipated that the formal Request for Proposal (RFP) N61339-99-R-0032
will be posted to the INTERNET on or about 4 August 1999. It is
requested that any party who downloads a copy of the RFP provide an
electronic response to Mr. Gary Wood at WoodGL@navair.navy.mil with
their company name, address (including e-mail address), and point of
contact, so that a bidder's list may be compiled. A hard copy response
should be sent to the following address: Naval Air Warfare Center

Parkway, Orlando, FL 32826-3224. The government intends to provide
information updates on this program to all interested parties via
electronic means only. A pre-proposal conference/site survey will be
held 15-17 August 1999, at the Ahmed Al-Jaber Air Base, Kuwait. All
interested parties should provide to the PCO, a list of those personnel
who will be in attendance at the pre-proposal conference. Each company
will be limited to no more than two (2) persons to attend the
conference. The name of the individual(s) should be provided to the PCO
not later than 4 August 1999. All Interested parties are responsible
for ensuring that necessary Passport, Visa and country clearances
documentation as required by the U.S. Embassy/Kuwait Embassy are
adhered to prior to the site visit. All interested parties are required
to familiarize themselves with Kuwait customs and policies. All
responsible sources may submit a proposal for consideration. Upon
release, the RFP will be made available on the World Wide Web at
