Environmental Protection Agency, Region IX, Superfund Division,
management services at Superfund sites. The contractor shall provide
Superfund Enforcement Support Services to the EPA in the following
areas: Records Collection and Compilation, Investigations and
Interviews, Title Searches, Business and Individual Tracing and
Research, financial Viability Assessments, Letter Support, CERCLA Lien
and Other Recorded Document Support, Document Management and Control,
Expert Support, Support for Services of Process and Other Documents
and Management Support. When performing tasks pursuant to this
contract, the contractor shall perform in accordance with all
environmental statutes as appropriate (e.g. Comprehensive Environmental
Response, Compensation and Liability Act (CERCLA), Emergency Planning
and community Right-To-Know Act (EPCRA), Superfund Amendments
Reauthorization Act (SARA), Resource Conservation and Recovery Act
(RCRA), Clean Water Act (CWA), Clean Air Act (CAA) and Toxic Substances
Control Act (TSCA)), or successor statutes. The contract activities
will be performed within the geographical boundaries of Region IX,
Arizona, California, Hawaii, Nevada, American Samoa and Guam. It is the
Government's intent to award a maximum of one (1) cost-plus-fixed-fee,
level-of-effort, term, work assignment contract. The contract period
of performance shall be for a five year base period only. The contract
will have a maximum estimated level-of-effort of 120,000 hours.
Offerors are advised that this procurement requires a minimum of 15% of
the total level-of-effort hours be subcontracted to small businesses as
follows: 5% Small, 5% women-owned, 5% Small Disadvantaged Businesses.
Failure to propose the minimum percentage of level-of-effort hours will
render your proposal unawardable on initial offers. The purpose of this
CBD announcement is to notify potential offerors of EPA's requirement,
generate the source list, and to direct interested parties to the
EPA's "Doing Business with EPA" Internet World Wide Web site at
http://www.epa.gov/oam for further information on this procurement as
it becomes available. The RFP, amendments and other related items for
this procurement will be posted on this Web site and can be
