(410) 786-7665 This is a COMBINED SYNOPSIS/SOLICITATION FOR A
COMMERCIAL ITEMS prepared in accordance with the Federal Acquisition
Regulation (FAR) Part 12.6, as supplemented with additional information
included in this notice. This announcement constitutes the only
solicitation. Quotations are being requested and a WRITTEN SOLICITATION
WILL NOT BE ISSUED. The solicitation number for this Request for
Quotations (RFQ) is RFQ-HCFA-99-0003. This solicitation and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 97-11. This solicitation is issued on an
unrestricted basis, under Standard Industrial Code (SIC) 7312. The
small business size standard is $5.0 million. The Health Care Financing
Administration (HCFA) has a requirement to obtain advertising space for
the entire month of September 1999 (the first through the thirtieth) in
the interior and on the exterior of buses, the interiors of subway cars
and in subway stations, and on billboards (where available) in the
following cities with the associated target audience(s): (1)
Tuscaloosa, Alabama/Target Audience -- African Americans, (2) Los
Angeles and Sacramento, California/Target Audience -- Hispanic
Americans, (3) Hartford and New Haven, Connecticut/Target Audience --
African Americans, (4) Tampa and Orlando, Florida/Target Audiences --
African Americans and Hispanic Americans, (5) Baton Rouge and New
Orleans, Louisiana/Target Audience -- African Americans, (6) St. Louis,
Missouri/Target Audience -- African Americans, (7) Newark, New
Jersey/Target Audiences -- African Americans and Hispanic Americans,
(8) Oklahoma City, Oklahoma/Target Audience -- Native Americans, (9)
Philadelphia, Pennsylvania/Target Audience -- African Americans, (10)
Dallas and Del Rio and San Antonio and Claude, Texas/Target Audience --
Hispanic Americans, (11) Richmond and Fairfax and Portsmouth,
Virginia/Target Audience: African Americans, and (12) Washington,
D.C./Target Audience -- African Americans. HCFA will provide
theContractor with camera-ready art or computer file for the art that
will be used as the advertisement. The Contractor will be responsible
for providing the printed advertisements to each city's mass transit
authority's specification and quantity. The Contractor must determine
the market area within the above cities that will most effectively
reach the target population and, through this determination, provide
HCFA with a technical approach and price breakdown which includes: (1)
the Offeror's proposed combination of buses, subway cars, subway
stations, and billboards required to reach the target audience; and (2)
the per month rate per bus, subway car, subway station, and billboard
for advertising in each city to reach the applicable populations. Upon
award of the purchase order, the Contractor shall provide HCFA with
the following by 31 October 1999: (1) the percentage of total routes
HCFA will be advertising on in each market area, (2) the actual date
the advertising is posted on the buses, subway cars and stations, and
billboards; (3) a report of the percentage of individuals, within a
selected market area, exposed to the advertising during the month of
September, (4) a report of the average number of times an individual
will be exposed to the advertising during the month of September, (5)
a report of the number of different individuals exposed to the
advertising during the month of September, and (6) the total number of
all exposures accumulated during the month of September. The
Government will award a purchase order resulting from this solicitation
under the authority of FAR clause 52.212-2 Evaluation -- Commercial
Items (JAN 1999). Evaluation factors include the proposed technical
capability to meet the Government's requirement and past performance.
Technical capability and past performance, when combined, are
signficantly more important than cost or price. Offerors shall submit
a list of references for similar activities conducted during the past
two (2) years with up-to-date information for points of contact and
phone numbers. Offerors are responsible for ensuring that accurate and
relevant references are provided with their quote to meet the
requirements of this solicitation. Offerors shall comply with the
provision at FAR 52.212-1, Instructions to Offerors -- Commercial Items
(AUG 1998), and submit a sufficient description of the items being
offered in order to evaluate compliance with the requirements in this
solicitation. The clause at FAR 52.212-4, Contract Terms and Conditions
-- Commercial Items (MAY 1999), applies to this acquisition. Also, the
clause at FAR 52.212-5, Contract Terms and Conditions Required To
Implement Statutes or Executive Orders -- Commercial Items (MAY 1999)
applies to this acquisition, including paragraph (b), subparagraphs (1)
52.203-6, (3) 52.219-4 (if the Offeror elects to waive the preference,
it shall so indicate in its offer), (5) 52.219-8, (11) 52.222-21, (12)
52.222-26, (13) 52.222-35, (14) 52.222-36, (15) 52.222-37, and (23)
