COMMERCE BUSINESS DAILY ISSUE OF JULY 14,1999 PSA#2387REQUEST FOR INDUSTRY INPUT ON FEASIBILITY OF CONTRACTOR QUALITY CONTROL
MULTIPLE AWARD CONTRACT The purpose of this notice is to solicit
industry input on the feasibility of a multiple award contract (MAC)
for construction contract quality control management services. The
current system places the emphasis on the Government to determine prior
to solicitation of offers whether an independent construction quality
control management (CQC) organization will be required, or if the
construction contractor's project superintendent will also be allowed
to perform quality control management as part of his/her
superintendence duties. Independent CQC organization usually consist of
a Quality Control Manager, an alternate Quality Control Manager, and
Quality Control specialists who perform specialized inspections, such
as welding, masonry, etc. Typically, independent CQC organizations are
required for large, complicated construction projects, where it would
be inefficient to have the project superintendent perform quality
control management services in addition to superintendence. CQCs report
directly to an officer of the construction contractor's company, not to
the superintendent or project manager. CQCs also must meet more
stringent educational requirements than construction superintendents,
who are normally required to have a minimum number of years of
technical experience in project superintendence. For example, on a
marine construction project in California, the CQC would typically have
to meet the following requirements: "A registered civil engineer,
registered in California, with a minimum of 10 years of related marine
construction experience on similar size and type construction
contracts which include the major trades that are part of this
contract. The individual must be familiar with the requirements of US
Army Corps of Engineers EM-385-1-1 and have experience in the areas of
hazard identification and safety compliance." This is not a
pre-solicitation notice, and is intended only to solicit industry input
into whether a government contract for quality control management
services would be more efficient, less costly, and generally simplify
the construction contractor's burden to provide complete and usuable
facilities in a timely manner. Please provide comments to South Bay
