Proposals N00033-99-R-2006 (23 June 1999) -- This procurement is being
conducted in accordance with Federal Acquisition Regulations (FAR)
Part 12, Commercial Items, and FAR Part 13.5. The Government is not
required to establish a competitive range, conduct discussions, nor
request final revisions. This is a combined synopsis/solicitation for
commercial items prepared in accordance with the format in FAR 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; proposals are being
requested and a written solicitation will not be issued. This
solicitation may also be viewed at the MSC Web site
(http://msc.navy.mil/N10/trans.htm). A. MSC PM2P requests proposals for
a U.S. flag vessel as described below. This synopsis/solicitation
incorporates by reference MSC SPECIALTIME 98 (rev. 5/99). Copies of the
updated proforma may be downloaded from the MSC Web site
(http://msc.navy.mil/N10/library.htm) ormay be obtained by calling

1400 hours, Washington DC time, Friday, 30 July 1999. Proposals may be

20398-5540 B. Proposed mission: The vessel will serve as host/support
ship for chamber operations, replenishment/minor maintenance support,
diving operations and personnel support, and towing of Seal Delivery
Vehicle (SDV) for Naval Special Warfare/Special Operational Forces
(NSW/SOF). The vessel will store ordnance, gasoline, and carry/operate
a certified hyperbaric chamber. The vessel will normally operate in
the Hawaiian Islands area, U.S. West Coast, and Guam. Home port is
expected to be Pearl Harbor, HI. C. Vessel requirements: 1.
Stationkeeping: (a) Vessel must be capable of operating and/or
remaining on station in conditions up to and including winds of 30
knots and seas of 12 feet. (b) Vessel must be capable of slow speed
heading hold down to about one knot. 2. The vessel must be U.S. flag.
3. Transit speed: Minimum 12 knots. 4. Open deck space: Sufficient deck
space to load and transport one recompression chamber (recompression
chamber consists of two units: (1) 92" x 49" x 47" and 980 lbs; (2) 60"
x 48" x 45" and 1090 lbs) plus support equipment (one 20-ft. Milvan);
communications and diving equipment (two 20-ft. Milvans); six CRRC
(Zodiac boats); two 24-ft. RIB; and two items weighing approximately
6,000 lbs. each (dimensions approximately 20 ft. x 5 ft. x 5 ft.). 5.
Certifications: ABS certified support of launching small craft, Combat
Rubber Raiding Craft (CRRC), and Rigid Inflatable Boats (RIB). 6.
Horsepower: Minimum 1,000 SHP. Vessel is expected to tow an SDV (67 ft.
long; 70 lt) up to 90 nm in Sea States up to 5. Expected maximum pull
is 22,000 lbs. 7. Minimum endurance: 15 days. 8. Minimum range: 3,000
miles. 9. Deck equipment: (a) Crane: Minimum 15-ton crane to launch
CRRC, RIB, and other small craft. (b) Winches: Winches for stern towing
of SDV; 28,000-lb. minimum working load capability with slow-speed line
pay-out/haul-in speed and adequate wire/rope to support minimum working
load. 10. Fresh water requirement: 2,000 gallons daily to support
Government personnel. 11. Compressed air: Vessel to provide divers
quality air (3,000 lbs.) and air conditioning for recompression
chamber. 12. Sound isolation/vibration: Vessel must be able to support
underwater telephone operations. 13. Storage: Vessel must be equipped
with one 200-gallon storage tank for gasoline 14. Communications:
Underwater telephone compatible with EDO 5400 having transponder
interrogator pinger echo-sounder (TIPE). Antenna and patching to
support NSW secure HF/VHF/UHF/SATCOM, INMARSAT. 15. Navigation
equipment: Gyro repeater, GPS, Defense Mapping Navigation System. Radar
should be capable of surface search to a minimum of 25 nm and be
suitable for stationkeeping and for long-range tracking. 16. Berthing
and feeding of 25 people, four per stateroom, eight per head.
Curtained-off bunks are acceptable. Cafeteria-style feeding acceptable.
17. Vessel to provide 300 sq. ft. of administrative/ conference space
sufficient to handle up to 15 people. 18. Communications equipment and
chamber require climate (heat/humidity) control. 19. Vessel must be
able to provide 240 amp, 440 VAC, three-phase power to GFE. 20.
Government-furnished equipment/services: GFE consists of three 20-ft.
Milvans. The Government will provide service lockers for ordnance. The
Government will also provide berth and port services (water, fuel,
shore power, trash/sewage removal). 21. All crew members must have a
National Agency Check (NAC) for Trustworthiness. Before a crew member
is assigned, the Contractor shall complete a Standard Form 86 and
submit it to the PIC Center in Baltimore, MD for a National Agency
Check (NAC). The completed NAC will be forwarded to MSC who will
determine if it contains information that indicates that an individual
is unsuitable for employment onboard these vessels, in which case the
individual will be debriefed, dismissed, and replaced at the
Contractor's expense. 22. The vessel must be configured to receive
Government-Furnished Equipment underwater telephone transducers and
acoustic navigation transducers. These items require through hull
penetration. The Acoustic Navigation Transducer must be installed on a
stem at least ten (10) feet below the bottom of the hull and be fitted
with a hydraulic lifting winch. Further details available upon request.
23. It is essential that any vessel chartered as a result of this
solicitation meet MSC SPECIALTIME Clause IV(aa), "Standards Of
Appearance" and COMSC Instruction 3120.16B, "Standards Of Appearance"
(available upon request). The Government reserves the right to conduct
vessel inspections prior to award and prior to delivery to confirm
conformance with these standards. Once the vessel is delivered under
any contract resulting from this solicitation, any deviation from the
Clause will result in an off-hire situation. D. Contract type: Time
charter. E. Delivery/Redelivery: Pearl Harbor, HI. F. Laydays 15 -- 30
November 1999 G. Contract length: About two years. H. Estimated
operating scenario: Percent time underway 20% at 10 knots (transit)
Percent time underway 30% at 2 knots (if slow speeds/tows are required)
Percent time in port 50% I. The sections, provisions, clauses, and
conditions of MSC SPECIALTIME 98 (rev 5/99) apply including but not
limited to: 52.212-1, Instructions to Offerors -- Commercial; 52.212-4,
Contract Terms and Conditions -- Commercial Items; 52.212-5, Contract
Terms and Conditions Required to Implement Statutes or Executive Orders
-- Commercial Items. See MSC SPECIALTIME 98 (rev 5/99) for applicable
clauses of 52.212-5. Offerors shall include a completed copy of the
provision at 52.212-3, Offeror Representations and Certifications --
Commercial Items within its offer. The solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 90-45. The following changes are made to MSC
SPECIALTIME 98 (rev 5/99): 1. Section XI is deleted and replaced with
the following: XI. FAR 52.212-2 EVALUATION -- COMMERCIAL ITEMS (JAN
1999) (a) The Government will award a contract resulting from this
solicitation to the responsible offeror whose offer conforming to the
solicitation will be most advantageous to the Government, price and
other factors considered. The following four factors shall be used to
evaluate offers: 1. Past Performance; 2. Technical capabilities, to
include: -- Speed above minimum requirement -- Horsepower above minimum
requirement -- Range above minimum requirement -- Endurance above
minimum requirement -- Accommodations above minimum requirement -- Deck
space above minimum requirement -- Vessel age -- Self-sustaining
capability above minimum requirement -- Navigation above minimum
requirement -- Vessel class and inspection status 3. Standard of
Appearance; and, 4. Price All technical factors are considered equal
for terms of evaluation. Within the technical capabilities factors, the
subfactors listed are of equal importance. Evaluation factors other
than price, when combined, are approximately equal to price. As
technical quality of two (2) or more offerors becomes closer, price
becomes more significant as an evaluation factor. (b) The Government
reserves the right to award to other than the lowest prices responsible
offeror if another offer would be more advantageous to the Government.
