Price contract, to construct twelve (12) railroad spurs with drive on
ramps, nine (9) railcar sorting and classification tracks, seven (7)
buildings (latrine, engine maintenance, control tower, DRRF,
operations/deployment storage, vehicle wash and vehicle scale house),
deployment yard, ammo upload area, connecting rail to Burlington
Northern, utilities, storm drainage, paving, hardstand and electrical.
The plans and specifications will be placed on Compact Disk (CD-ROM)
and will be provided free of charge. Plans and specifications will not
be provided in a paper hard copy format. Notification of amendments
shall be made through either 3.5" diskette, CD ROM, and/or the
Internet. The Government intends to issue this solicitation through the
use of CD ROM and the Internet. However, the Government reserves the
right to use only the Internet as notification of any changes to this
solicitation. It is therefore the contractor's responsibility to check
the following address daily for any posted changes to this
solicitation. Contractors may view and/or download this solicitation
and all amendments from the internet at the following Internet address:
"http://ebs.swf.usace.army.mil". Estimated Cost Range: $25,000,000.00
and $50,000,000.00. Solicitation to be issued on or about August 2,
1999. Proposals are due on or about September 2, 1999. Duration of
contract is approximately 1,095 calendar days. This an unrestricted
solicitation. Offers from all qualified business concerns are
solicited. If a large business firm intends to submit a proposal, it
must comply with FAR 52.219-9 clause regarding the requirement for a
subcontracting plan. The Fort Worth District goals are as follows
(expressed as a percentage of the contractor's total planned
subcontract amount): Small Business -- 61.2%; Small Disadvantage
Business -- 9.1%; Women-Owned Small Business -- 4.5%; Historically
Black Colleges & Universities/Minority Institutions (where applicable)
-- 5.5%. Offers from responsible sources will be considered. SIC Code
for this procurement is 1629. Small Business Size Standard is $17
