proposed work consist of furnishing all labor, equipment, material,
transportation, supervision and other incidentals necessary to replace
existing Gas Distribution system, demolish one existing LPG tank farm,
remove four LPG tanks and construction one new LPG tank farm in
accordance with the technical Specifications and Drawings. The project
is at Sanostee Day School, Sanostee, (San Juan County) New Mexico.
Invitation for Bid Number N00-99-17, Bid Opening Date August 26, 1999
at 2:00P.M. This project is Set-Aside for 51% Indian-Owned and
Controlled Concerns (48 CFR Part 26, "Indian" means any person who is
a member of any Indian Tribe, band, group, pueblo, or community which
is recognized by the Federal Government as eligible for services from
the Bureau of Indian Affairs (BIA) in accordance with 25 U.S.C. 1452(c)
and any "Native" as defined in the Alaska Native Claims Settlement Act
(43 U.S.C. 1601). The estimated price range for this project is
between $100,000 and $250,000. Section 7(B) of P.L.93-638 (U.S.C. 450E)
and 41 CFR 14-1.354 require that preference opportunities in employment
and training to be given to Indian/Alaska Native Individuals and that
preference in the award of subcontracts be given to Indian/Alaska
Native Economic Enterprises. Failure by the Contractor to submit a plan
for doing so prior to award and implement same after award shall be
sufficient reason for non-award for termination of the contract for
