Industrial Operations Command(IOC) is conducting a market survey to
identify parties interested in submitting offers for the production of
the 105mm M314A3 Projectile Illumination Rounds, Part Number: 9206821,
NSN: 1315-01-371-2990. The approximate quantity is 14,242 each for the
first year. Our intent is to have a systems contractor with a firm
fixed priced five-year requirements contract. The M314A3 Illuminating
Cartridge is a semi-fixed illumination cartridge, which includes a
M14B4 Cartridge Case, M28B2 Precussion Primer, and M67 Propelling
charge. The forged steel projectile contains a pinned base plug, a
black powder expelling charge, an illuminant canister with
anti-rotational vanes, and a parachute assembly. The 577 or M762 Fuze
may be used with the M314A3 Cartridge. The fuzes will be provided as
Government Furnished Material (GFM). The intent of this procurement is
to restrict to U.S. and Canada. The M314A3 was last loaded, assembled
and packed (LAP's) at Longhorn AAP in 1991. The systems contractor
will be expected to furnish all material, labor and facilities for this
contract. The government may make some components available for the
initial prodution (in addition to the fuze) on an "as is, where is"
basis at its choice. Since this item has been out of production for a
number of years, the government intends to include a PreProduction
Evaluation contract provision, which will require the successful
offeror to conduct a thorough review of the TDP and the item's
producibiity prior to entering into production. Request that interested
parties provide a "resume" outlining their past manufacturing
experience with this type of projectile or other relevant information.
The response should address: 1. Description of general experience in
the technical fields of large caliber ammunition manufacture,
illuminant production and load, assemble and pack. 2. Description of
technical and business plan to achieve a systems contract. 3.
Interested parties should identify their source/partner for load,
assemble and pack. This is not a request for proposal. No proprietary
information should accompany the response to this sources sought
announcement. Submissions are required to be made electronically and
are limited to no more than 3 pages (8 1/2 x 11), Microsoft WORD is
preferred but not required. All information is to be furnished at no
cost or obligation to the Government. Request responses be provided not
