Naval Air System Command intends to conduct a full and open competition
for a subsonic, subscale, recoverable jet powered aerial target in FY00
with a planned contract award in no later than first quarter FY01. The
target will be a Non-Development Item (NDI) using existing technology.
The competition will be open to non-US firms. The primary mission is to
provide a realistic aerial target capable of simulating enemy threats
for gunnery and missile training exercises -- missions currently met by
the BQM-74 and the BQM-34 target systems. The planned procurement will
supplement the existing BQM-74 and BQM-34 inventories until Target 21
(now in Concept Exploration) achieves Initial Operating Capability in
FY05. The United States Navy has a continuing need for a low cost,
subsonic, subscale aerial target to support fleet training and limited
weapons systems research, development, test and evaluation. The target
must be ship/surface/air launchable, with parachute recovery both on
land and at sea. Space, weight and power provisions will be allowed for
the target Miss-Distance Indicators, ECM, IR Augmentation and Radar
Augmentation. The performance baseline or the minimum performance
parameters for the target are: Mach .8 at 7ft altitude; range 300-500
NM at high altitude; altitude, 7-40K feet (air or surface launch);
endurance, 65 minutes at 20K ft; pre-programmed maneuvering (3-5g's)
with GPS and Way Point Navigation capability. Performance parameters
will be supplied in the performance specification. The Navy anticipates
awarding a Best Value, Firm Fixed Price (FFP) contract for the
production of approximately 94 targets in the base year. There will be
priced options for the qualified target, consisting of approximately
85 to 145 targets per year for up to four option years. The tentative
schedule for this competition is as follows: end of July 99-Draft
Request for Proposals released for Industry comments; end of August
99-Industry comments due; early October 99-Request for Proposal
release; late December 99-Proposals due; mid March 00-Proposal
Revisions (if applicable); Contract Award window, April 00 through
December 00. A Target Operation Day will be held at Pt Mugu on 27/28
July 99 for all prime contractors interested in this solicitation. The
purpose for the Target Operation Day is to provide the opportunity for
potential bidders (prime contractors) to tour a typical Navy operating
activity and view first hand how the BQM-74 target is built-up,
launched, recovered and decontaminated for an operation. Tour
highlights will include: Target Maintenance Facilities, Target Control
Room, Target Launch Pad, and DC-130 Target Air Launch Platform.
Interested parties are requested to restrict participation to no more
than 5 members per company for this tour. Reservations for this event
