The Defense Distribution Center has a requirement to upgrade the cable plant infrastructure for Defense Distribution Depot San Joaquin, CA. Statement of Work is as follows: REQUIREMENT: Defense Depot San Joaquin, CA (DDJC) is upgrading its Tracy Site cable plant infrastructure. This upgrade will cover replacement, repair, and installation of communication cable, transfer and installation of telephone billing system and of voice mail from the Sharpe to the Tracy Site Switch. The work is to be performed on-site, at DDJC's Tracy Site. Upon completion of the upgrade, to include installation of new cabling and infrastructure components, their testing and certification, DDJC will be provided document(s) that can be used to manage and maintain the infrastructure. The Contractor will accomplish the following tasks: (1) Tracy telephone switch feature upgrades: (a) Relocate Call-Accounting System (CAS) from the Sharpe to the Tracy Site switch and provide appropriate components for a fully functional unit. (b) Relocate the Voice Mail System from the Sharpe to the Tracy Site switch and provide appropriate components for a fully functional unit. (2) Upgrade communication cable infrastructure to include: (a) Installation of Category 5 and telephone cable (b) Testing of cable types appropriate to Telecommunication Industry Association (TIA) standards; Category 5 cabling must meet 100MB TIA specs, Fiber optic cabling must be installed and tested at the gigabyte (GB) specs. (c) Upgrade Ethernet components to provide connectivity for communications cabling. (d) Conduct end-to-end testing from termination point through network access. (e) Pro- vide upgrade of network access to ensure capability to meet depot throughput requirements. (3) Install a 100 pair telephone cable (or equivalent) to Warehouse 19. Currently Warehouse 19 is a multiple off of Warehouse 18. (4) Install, test and document 25 pair cables to: Warehouse 15 and replace existing terminal; Building 23 and keep existing cable count; Warehouse 3; Building 247, counts to be determined; Building 201; Warehouse 20 and telephone pole. Change counts to 1251-1275. (5) Replace existing 25 pair lead cable to Warehouse 22 with new 50 pair cable. (8) Locate and repair cable trouble in the following counts; 76-100 at Building 234; 576-600; 176-200; and 501-525 in Count Cable 6. (9) Install a new terminal on pole by Building 38. (10) Move existing terminal in Warehouse 10-2 to South end of lunchroom outside wall. (11). Document and test all work associated with telephone cable and terminal (modular protectors) installed. DDJC WILL PROVIDE: (1) Access to the Tracy Site, building, warehouses, and secured areas contingent upon meeting depot security requirements. (2) A Point of Contact (s) to clarify requirements in this Statement of Work. (3) A Point of Contact or escort to the various locations on depot, as required. (4) Copies of depot and warehouse drawing and other items as available. Some electronic copies may be available. (5) Access to cable plant logs and other cabling labeling/numbering system information. (6) If required, a workspace with desk. A telephone can be made available for on-base calls or long distance calls if contractor employee9s) use a credit card or 800 number. DELIVERABLES: (1) Detail list of telephone switch and infrastructure upgrade components installed. List should include at a minimum: (a) Manufacturer and model and/or part number; (b) Quantities; (c) Unit cost and total cost. (2) Drawings (not to scale) that identify relationships between cable runs and affected warehouses. (a) Boxes representing warehouses in an appropriate North to South orientation and relationship to each other. (b) Building and warehouse numbers. (c) Cable runs between building and or poles. (d) Type of cable and number of fiber strands or pairs associated with each cable run. (e) Cable count numbers to include existing, new and the from/to changes. (3) Detail As-Builts of cable plant infrastructure upgrade. A hard copy and electronic copy in AutoCAD version to be specified prior to delivery. Electronic copy can be either on floppy disk or via email upon mutual agreement. (4) Other Deliverables: (a) Test results of copper and fiber cable. One printed copy and an electronic copy in software package identified by DDJC. (b) List of ADPE/T components and devices to include make, model, serial number and installation location. (c) Warranty information. Upgrade of system must be completed within one (1) year from date of award. THIS IS A COMBINED SYNOPSIS/REQUEST FOR QUOTATION.. THIS ANNOUNCEMENT CONSTITUTES THE ONLY REQUEST FOR QUOTATION. PROPOSALS ARE BEING REQUESTED ANDA WRITTEN REQEUST FOR QUOTATION WILL NOT BE ISSUED. The resultant contract is being processed in accordance with Simplified Acquisition Procedures. All responsible small business concerns may submit a quotation for the above, which if received by 3:00 PM EDST on 27 July 1999 shall be considered.
