SSC SAN DIEGO intends to negotiate a firm fixed price, sole source, contract with Northrop-Grumman Corporation, Bethpage, NY, to design, develop, fabricate, test, deliver, and install an ALR-73 Passive Detection System Simulator (PDSS). The Government is not competing this requirement since Northrop-Grumman Corporation designed and built similar models of the ALR-73 PDSS under two previous sole source contracts for the governments of France and Taiwan. Competition of this procurement would require other bidders to incur excessive bid and proposal costs as well as reverse engineering, design, development, fabrication, and testing, during the product development stage, on a product with no volume market demand. Additionally, the delays experienced in competing this procurement would be detrimental to the timely integration of the PDSS into the electronic warfare information database.
