combined synopsis/solicitation for commercial items prepared in
accordance with the format in subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation. Proposals are being requested and a
written solicitation will not be issued. This solicitation is issued
as a Request For Proposal (RFP), solicitation number F0561199R0011,
offerors must comply with all instructions in FAR 52.212-1,
Instructions to Offers -- Commercial Items with bid submittal. This
solicitation document and incorporated provision and clauses are those
in effect through Federal Acquisition Circular 97-12. This proposed
purchase order has been set aside 100% for small business. The Standard
Industrial Classification number is 3663 and the business size standard
is 750 employees. Women owned business are encouraged to submit
proposals. Contractor must be able to provide all personnel, equipment,
transportation, tools, materials, labor and other items or services
necessary for installation of a Closed Circuit Video Surveillance
System in Building 5234, Community Fitness and Sports Center, located
at the United States Air Force Academy, CO. Installation would begin on
or about September 15, 1999, FOB Destination. (Drawings will only be
made available upon written request to the address below) Request by
fax or e-mail is acceptable(Please, ref. Drawing No. AF 740-674-00,
Project No. XQPZ954007, when requesting drawings in reference to this
synopsis/solicitation). The Contractor is required to provide the
following equipment items or their equivalent: Quantity, Manufacture,
Description, Model; 15ea Sony Cameras SCC-104, 15ea Compstar Lens
TGZ3514-FCS, 2ea Vicon Multiplexer AUR99-DC, 2ea Sony Monitors
SSM-20N1U, 2ea Sony VCR SVT-L200, 15ea Pelco mounts CM1300, 4ea Pelco
Pressurized enclosures EH8106, 8ea Pelco High Security enclosures
EH4014, 2ea Pelco Monitor Mounts MR4050, 2ea Pelco Power Cables
WP/25224, 15ea AMP connectors BNC, 15ea Amseco Transformers, 1ea
Unistrut Steel. The proposal shall include parts, tools, equipment,
personnel, plant, and labor necessary and required associated in
performance of this contract. All cameras are color cameras fitted with
lenses chosen to cover the desired areas of coverage. Cameras and
camera enclosures will be mounted on Pelco or Pelco equivalent mounts
rated at 25 pounds or greater. All cameras will be mounted as covertly
as possible near the ceiling. Cable for the cameras, and controls
shall be enclosed in conduit and hidden in ceilings and walls where
possible.** Areas equipment is being installed: Swimming Pool (Room
141): 2ea cameras will be placed near the ceiling. Do to the humid and
warm environment, the cameras will need to be housed in pressurized
enclosures. The cameras and lenses will be positioned to view the
entire pool area. Basketball court (Room 104): 2ea cameras near the
ceiling. Enclosures will be required do to basketballs and other flying
objects possibly causing damage. Gym #2 (Room G40): requirements are to
be the same as Room 104. Multi Purpose room (Room 142): 1ea camera.
Racquetball court (Rooms 145,146,147,148): Each court to have an
individual camera mounted on the rear wall outside of the courts to
comply with rules and to avoid damage, cameras must be capable of
monitoring through the glass. Cybex/weight room (Room 143): 1ea camera
to be mounted on West wall. Location of camera is to cover room 143,
and important entrance view and allow frontal view and recording of
individuals entering. Aerobics (Room 122): 1ea camera is to be located
in the Northeast corner to cover entire area including all entrances.
Spinning Room/Weight Room (Room 230): 1ea camera in the Northwest
corner to cover a majority of the room including entrance. Control
Station is to be installed in Room 116, behind the reception desk, 20"
Monitors are to be installed in mounts supported and suspended from
ceiling to conserve space. Monitor is to be capable of displaying 16
camera views via multiplexers. Multiplexers must be capable of allowing
operator to manipulate and call up any camera or cameras desired.
Cameras and multiplexers must have capability of transmitting viewed
images to a time lapse recorder. A monitor feed is to be extended into
the adjacent office to allow for easier monitoring. In addition, the
contractor will be required to remove existing cameras and components.

Visit ** Note: A site visit will be conducted on 20 Jul 99. Only one
site visit will be held. To insure adequate transportation in available
for all parties attending, reservations must be made not later than 16
Jul 99. Attendees should contact either the Contract Specialist or
