to issue a Request for Quotation (RFQ) for the Concept Design for
Commercial Application of Rayleigh Scattering Attitude Sensor (RSAS).
Deliverables will include a commercial applications report
approximately 3 months after award; and concept mechanical, optical and
electrical designs approximately 6 months after award. The reports will
be on applicability of technology documented in NASA Tech Memo 104644
to commercial RSDO/IDIQ satellites. Design three axis mechanical and
optical system based on configuration appearing in the reference Tech
Memo; design electrical interface compatible with RSDO/IDIQ satellites.
This procurement is being conducted under the Simplified Acquisition
Procedures (SAP). NASA/GSFC intends to purchase the items from Egret
Systems, Inc., Reistertown, MD. Egret Systems, Inc. is the only company
capable of providing this work due to their previous partnership in the
engineering development of RSAD. RSAS was test flown on the Space
Shuttle, where Egret developed its mechanical and optical designs and
manufactured the parts. Egret Systems, Inc. has the background and
skills to continue this design concept without impacting the schedule
set for November 1999. The Government intends to acquire a commercial
item using FAR Part 12. Interested firms have 15 days from the
publication of this synopsis to submit in writing to the identified
point of contact, their qualifications/capabilities. Such
qualifications/capabilities will be used solely for the purpose of
determining whether or not to conduct this procurement on a competitive
basis. Responses received after the 15 days or without the required
information will be considered nonresponsive to the synopsis and will
not be considered. A determination by the Government to not compete
this proposed effort on a full and open competitive basis, based upon
responses to this notice is solely within the discretion of the
Government. Oral communications are not acceptable in response to this
