Draft Request for Proposal (RFP) for support to Code 940, the Goddard
Institute for Space Studies. The Draft RFP will be issued to solicit
industry's comments on all aspects of the solicitation, including
requirements, schedules, proposal instructions, terms and conditions,
evaluation approaches including any unnecessary or inefficient
requirements. This procurement will be conducted via full and open
competition. The SIC Code and Size Standard are 8711 and $20M,
respectively. The Government does not intend to acquire a commercial
item using FAR Part 12. See Note 26. The DPAS rating for this
procurement is DO-C9. This effort will support Code 940, the Goddard
Institute for Space Studies (GISS). The proposed services include
providing scientific programming and analysis in support of specific
GISS research programs and performing computer facility operations,
systems programming, technical library operations, and overall
logistical support for the GISS research facility. The scientific
programming and analysis functions are integral parts of the respective
research programs, whereas the other support functions are required to
maintain and operate the facilities used in performing the research.
The effort will be performed on-site at the Goddard Institute for Space
Studies in New York, New York. This procurement is a follow-on effort
to requirements currently being performed under Contract NAS5-32370. A
five year basic contract is contemplated for this effort. The
anticipated release date of the draft RFP5-14203/257 is on or about
July 15, 1999. Interested parties will be given two weeks to provide
comments. Comments on the Draft RFP are not mandatory. The use of
industry comments to structure the final RFP is at the discretion of
the Government. Any subsequent RFP will be synopsized prior to its
release. In accordance with FAR 52.215-3, Request for Information or
Solicitation for Planning Purposes (OCT 1997), the Government does not
intend to award a contract on the basis of the Draft RFP, or to
otherwise pay for the information solicited. It is the offerors
responsibility to monitor the aforementioned Internet site for the
release of the draft RFP and amendments (if any). Potential offerors
will be responsible for downloading their own copy of the draft
