Architect-Engineer (A-E) services in support of US Air Force Reserve
Command (AFRC) environmental program. Engineering services to be
procured include, but are not limited to, environmental investigations,
studies, inspections, designs, and related planning, engineering,
permit preparation, remedial construction, technical oversight and
management studies. Tasks include, but are not limited to,
environmental impact process analysis; hazardous waste/materials
management; site inspections [Resource Conservation Recovery Act
(RCRA)/Comprehensive Response Compensation and Liability Act (CERCLA)];
remedial investigations; feasibility studies; corrective measure
studies/remedial measures (RCRA/CERCLA); remedial actions/corrective
measures design/implementation; environmental compliance
assessments/management program actions; hazardous waste/materials
minimizing; pollution prevention program studies/ assessments; and
corrective actions for air, water, wastewater, hazardous
waste/materials, underground storagetanks, asbestos, PCBs, noise,
cultural resources and natural resources. Work shall be performed at
Robins AFB, GA and AFRC installations and units. Installations and
units are located throughout the continental US including, but not
limited to, Dobbins ARB, GA; March ARB, CA; Homestead ARS, FL;
Pittsburgh IAP-ARS, PA; General Mitchell IAP-ARS, WI; Minneapolis-St.
Paul IAP-ARS, MN; Niagara Falls IAP-ARS, NY; Westover ARB, MA; Willow
Grove ARS, PA; Youngstown ARB, OH; Grissom ARB, IN; and NAS JRB Fort
Worth, TX. The contract will be indefinite delivery/indefinite quantity
with provisions for fixed price or cost type task orders, depending on
the work required. Each task order will have only one pricing
arrangement. The contract will provide for one twelve-month base period
plus four consecutive twelve-month periods for placing task orders.
Completion of task orders may continue up to 12 months from the
expiration date of the final ordering period in the contract. There are
no fee limitations for each task order; however, the cumulative total
amount of fee for all task orders awarded in any one twelve-month
period cannot exceed $5.0 million. A minimum fee in the amount of
$80,000.00 is guaranteed over the life of the contract. The size of the
majority of the task orders planned for award is medium to large with
most fees ranging from $100,000 to $500,000. The first task order,
however, will be a small project to provide technical support for
installation restoration programs at various AFRC bases. Evaluation
criteria in descending order of relative importance, with number "1)"
being the most important are as follows: 1) Firm's specialized
environmental experience including, but not limited to, experience with
environmental investigations and cleanup relative to CERCLA,
preliminary assessments, site investigations, remedial
investigations/feasibility studies, remedial design/actions; experience
in environmental/compliance planning and preparing environmental
assessments, environmental impact statements, environmental baseline
surveys and base comprehensive plans; experience in compliance with
Clean Water Act, Clean Air Act, RCRA, and Toxic Substances Control Act;
experience in pollution prevention surveys, technologies, development
and pharmacies; and experience in environmental surveys/permits,
environmental compliance assessment/management programs (ECAMP), plans,
training and databases; 2) Past performance of the firm and
subcontractors; 3) Professional qualifications of personnel to be
assigned to the contract including, but not limited to, degrees,
registrations, and experience with Air Force and DoD requirements; 4)
Quality of supporting disciplines such as engineering, hydrology,
geology, toxicology, and biology and services such as laboratories,
sampling analysis, and monitoring; 5) Capacity to accomplish work in
time frames required based on firm's resources, availability of
personnel, and quality of customer service; 6) Proximity of firm's head
office and branches to AFRC bases; and 7) Volume and dollar amountof
DoD work previously awarded to the firm during the twelve-month period
preceding the date of electronic posting of this notice in CBD with
the object of effecting an equitable distribution of DoD A-E contracts
among qualified A-E firms, including small and small, disadvantaged
businesses, which have not been awarded prior DoD contracts. The
applicable SIC code is 8711. The anticipated award date in on or about
30 Sep 99. The procurement is unrestricted. Any prospective firm must
be registered in the Central Contractor Registration (CCR) in order to
be eligible for award. Registration requires applicants to have a DUNS
number and may take several weeks to process. CCR can be contacted by
telephone at 1-888-352-9333 or by e-mail at http://ccr.edi.disa.mil.
Immediate registration is recommended to ensure that a firm will be
eligible for award. Award will not be delayed to allow registration in
the CCR since adequate time is available between the posting of this
notice and anticipated award date for registration to be accomplished.
All interested firms which desire to be considered must submit 3
copies of their SF 254/255 to the Contracting Officer shown in this
notice. Block 10 of the SF 255 should be used to discuss the firm's
qualifications relative to the evaluation criteria shown above and to
provide any additional relevant information. If needed, continue block
10 on plain bond paper. All information must be included within the SF
255. The SF 255 with additional sheets of bond paper shall be limited
to a total of 30 pages with a front and back counting as one page, even
if the back is blank. Anything beyond the 30th page will not be
forwarded to the selection board for evaluation. Font shall not be less
than 10 point. Every page that is not within the SF 254 will be
included in the page count. Cover letters and any other attachments
will not be forwarded for evaluation. Do not sent samples of work with
the SF 254/255. The four or more firms determined to be most qualified
may be required to furnish additional information and examples of work
at an interview. If the contract is awarded to other than a small or
small, disadvantaged business, the winning firm shall agree to
incorporate in the contract at the time of award a small and small
disadvantaged business subcontracting plan IAW FAR 19.7 which is
acceptable to the Contracting Officer. This is to ensure that small
business, small women-owned business and small, disadvantaged business
shall have the maximum practicable opportunity to participate in
contract performance consistent with efficient performance. If the
apparently successful firm fails to negotiate a subcontracting plan
acceptable to the Contracting Officer within the time prescribed by the
Contracting Officer, the firm will be ineligible for award. In order to
be considered for award, the firm's SF 254/255 must be received in the
Dobbins ARB Contracting Office by close of business (4:30 p.m. local
time) no later than 30 calendar days after the electronic posting date
of this notice. If the 30th day falls on a Federal holiday or a
weekend, the due date will be the next business day thereafter.
Ensuring that delivery of the SF 254/255 by mail service other than the
US Postal Service is made on time shall be the sole responsibility of
the A-E firm. Facsimiles of the SF 254/255 will not be accepted. All
questions/discussions regarding this procurement shall be addressed to
the Contracting Officer only. This is not a request for proposal
(RFP). An RFP will be issued only to the one firm receiving the highest
rating from the final selection board. No other notice will be sent.
