contract cadastral survey services, on an indefinite-delivery basis, to
determine boundaries of the Mark Twain National Forest, Missouri. The
required professional services include retracements, corner search and
determination, monumentation of recovered and
established/re-established corner positions, measurements by ground
traverse and GPS, measurement and marking of property lines, furnish
working drawings and notes, preparation of final plats and field notes
of completed surveys for recordation, preparation of tract
descriptions and other miscellaneous work incidental to the survey
profession. The Forest Service is soliciting the submission of a
Standard Form 254 (SF-254, Architect/Engineer Related Servcies
Questionnaire) and a Standard Form 255 (SF-255, Architect/Engineer
Related Service for Specific Project). information from the SF-254 and
255's will be evaluated according to "Selection Criteria" that
emphasize ability and experience in conducting dependent resurveys,
section subdivisions, and property boundary surveys in rural areas
according to the proper laws, regulations and standards. To be
considered for this work, a firm must have in its employ a Missouri
Registered Land Surveyor and said surveyor is to be in responsible
charge of all work awarded to said firm. The Selection Criteria for the
cadastral survey services are: (A) Professional qualifications
necessary for the satisfactory performance of the required services.
(B) Specialized experience and technical competence in dependent
resurveys in rural areas. (C) Location in the general geographic area
of the project and knowledge of the locality of the project; PROVIDED,
that application of this criterion leaves an appropriate number of
qualified firms. (D) Capacity to accomplish work within the required
time. (E) past performance on contracts with Governmental agencies and
private industry in terms of cost control, quality of work, compliance
with performance schedules and customer satisfaction. The Mark Twain
National Forest has been divided geographically into nine (9) contract
Areas located in southern and central Missouri (see below for area
location by township and range). Based upon the established criteria,
an evaluation process will select a "pool" consisting of at least three
of the best qualified firms for each of the nine Areas. individual site
specific contracts will then be negotiated and awarded to one of the
firms in the pool of top rated firms for that Area. This is unlike the
previous cadastral survey services contract where one firm was
selected for each Area to conduct all surveys in that Area. Prospective
offerors should indicate by transmittal letter and on the SF-255 (Item
1) the Areas for which they wish to be considered. Firms are
encouraged to apply for all Areas. Interested firms should request a
detailed copy of the Selection Criteria from the Contracting Officer,
R8/R9 Western Operations Center, 100 W. Capitol, Suite 1141, Jackson,
MS 39269, BEFORE submitting Standard Forms 254 & 255 to ensure each
of the criteria are fully addressed in the submissions. If your firm
has submitted an SF-254 within the past 12 month period, you do not
have to resubmit unless changes are required. SF-255 MUST be submitted.
A meeting will be held in the Forest Supervisor's Office, Mark Twain
National Forest, 401 Fairgrounds Road, Rolla, MO, at 10:00 AM, August
4, 1999. The purpose of this meeting is to answer any questions
prospective offerors may have regarding the procedures for the upcoming
cadastral survey work on the Forest. Present will be the Mark Twain
Surveyors and the Contracting Officer. The nine contract areas are as
follows: (1) Cedar Creek District -- T45N, R11, 12W; T46N, R10, 11W;
T47N, R10, 11W; T48N, R10, 11W. (2) Rolla/Houston District -- T31`N,
R12, 13W; T32N, R10, 11,12, 13W; T33N, R9,10,11,12,13W; T34N,
R9,10,11,12,13W; T35N, R8,9,10,11,12,13W; T36N, R8,9,10,11W; T37N,

the projects may be less than $50,000 in value, these individual
procurements are reserved for Emerging Small Business Development
Program established by Public Law 100-656. An Emergin Small Business
for these purposes, is a concern, including its affiliates, whose
average annual gross receipts for the preceding three fiscal years do
not exceed $2.50 million. The business size representation and
certifications will be obtained prior to individual negotiations. The
SF-254 and SF-255 are due by close of business, CST, August 23, 1999 to
the R8/R9 Western Operations Center in Jackson, MS. Envelopes should be
