Services described in this announcement are procured in accordance with
P. L. 92-582 (Brooks Act) and FAR 36. This announcement is open to all
businesses regardless of size. Indefinite-quantity contract on an
as-needed basis to furnish all labor, services, equipment, materials,
and supplies required to complete land surveys, prepare individual
reports and maps for acquisition and marking of tracts of land for
various National Wildlife Refuges and Fish Hatcheries, existing and
proposed, in Southern California. Southern California shall be defined
as those counties from San Luis Obispo, Kern, and San Bernardino south
to the border. The anticipated contract period shall run from date of
contract award through a period of one year, with options to renew for
three additional one-year periods. The minimum amount to be ordered
under the contract is $2,000.00. The maximum anticipated to be ordered
is $90,000.00. Services include dependent resurvey and monumentation
of each tract; all necessary research, groundcontrol, and reports; and,
all record maps, record descriptions, and recording processes. The
Service reserves the right to award more than one contract as a result
of this announcement. The contractor is required to maintain an office
within the state the services are being performed. Selection of firms
for negotiation shall be made through an order of preference based on
the following selection criteria: (1) Specific relevant qualifications
of those persons listed to perform under the contract which should
include individual licensing and experience related to the area of
consideration, (2) Specific experience and familiarity with conditions
within the contract area having possible effects on scheduling, costs,
and complexity of procedures in the areas covered by this contract.
Cadastral surveys of rural lands and riparian boundaries should be
addressed, (3) Specific performance records on previous survey work
performed for the Fish and Wildlife Service, other Federal, State, and
local governmental agencies, and private industry illustrating the
quality of the firm's work and the firm's ability to meet performance
schedules and cost estimates (include sample of work), (4) Specific
type and amount off applicable field and office equipment available for
this contract, (5) Demonstrated survey expertise in applications of
GPS, computer-aided drafting, and aerial photo control. Submittal
requirements: Interested firms should submit two copies each of
Standard Forms 254 and 255 along with a sample of work. In addition,
provide a summary specifically addressing the evaluation criteria.
