This contract is effective for a Base Period of one (1) year and four (4) one (1) year renewal Options. (The exercise of each Option Year is a Government prerogative, not a contractual right). The Options may be exercised via unilateral contract modification (SF-30). Salary rates will be negotiated to the award of the Base Period contract and then escalated each Option Year. The total aggregated Maximum Order Limitation (MOL) will not exceed $750,000.00 during the base period or any option year, for a potential not-to-exceed dollar total of $3,750,000 for possible five (5) year period. There is no minimum order limitation guaranteed. Professional services will be rendered under this contract on an as required basis for projects located in the states of New York, New Jersey (counties of Bergen, Essex, Union, Morris, Passaic, Hudson, Middlesex and Monmouth) along with Puerto Rico and the Virgin Islands. Projects for which VE services are required will generally include, but are not restricted to: major design and construction projects of prospectus level ($1.65 million or greater), renovation or construction of federal office buildings, courthouses, border stations, data processing facilities, garages and warehouses as well as multi-function facilities. VE studies include but are not limited to the following tasks: preparation of independent project cost estimates, project cost estimate reviews, life cycle cost, analysis, value analysis/value management studies of procedures and standards, evaluation and review of design and construction criteria utilizing VE procedures, assistance in the evaluation of construction contractors' Change Proposal (VECPs), performance of VE training for Government personnel and other related services. A detailed description of GSA's VE program and the services to be provided are contained in the GSA Handbook: VALUE ENGINEERING PROGRAM GUIDE FOR DESIGN AND CONSTRUCTION; VOLUME 2 -- CONTRACTING OFFICERS AND PROFESSIONAL SERVICES CONTRACTORS, dated May 1993: publication number: PBS -- PQ 251. The require-ments of the handbook are incorporated into the Scope of Services by reference. A copy of this handbook will be provided to the A/E firm awarded this contract. The firm awarded the contract must have the ability to prepare all correspondence, reports and estimates in metric units, System International (SI). Firms will describe their experience with the metric system in their response to this notification. The firm awarded the contract will have the capability to perform most of the VE services with in-house personnel. Contracting for and coordination of the services of consultant specialists on an occasional, as needed basis may be required. Firm/consultant arrangements are not limited to the specialties listed in the Professional Capability and Experience Factor Description. Business firms will be considered and evaluated on the demonstrated ability of the members to provide the required services in an efficient manner with minimum layers of management. The firm awarded the contract will have the capability to acquire security clearance at the secret level for individuals assigned to projects requiring security clearance. Consideration will be limited to business firms having an existing active practice within the five (5) boroughs of New York City or within a seventy-five (75) mile radial distance from Columbus Circle, NYC. Procurement will be per FAR 36.6. Respondents will be considered and evaluated on the FACTORS described below based upon a demonstrated ability to provide quality VE services, through all phases of the project, proven experience and past performance. The respondent A/E is required to include a NARRATIVE for each of the projects included in the proposal submitted for evaluation. With each proposal submit the evidence determining experience, past performance and services provided on tasks described in Scope of Services (Contract scope of services). A/Es are required to provide verification of their noteworthy achievements relating to VE on each of the projects submitted for evaluation. Include project information. Indicate actual sav-ings to the client on the described projects. The respondent must include current REFERENCE information including names, addresses and telephone numbers of the project owners, contact reference person for the A/E firm of record, and owner of record. The Government intends to contact those individuals and firms that are listed as refer-ences by the A/E to verify that services provided were on projects similar to this solicitation, and to solicit their assessments of the quality of those services that were provided. GSA reserves the right to contact persons listed as references and persons not listed by the respondent. Responses to factor item numbers 1 and2, below, will describe a minimum of three (3) projects, which have been completed within the past five- (5) years. Describe both capability and experience: technical expertise; cost estimating, life cycle analysis: Value Engineering ability; code and contract compliance; ability to assist in the evaluation of design and construction contractor's Change Pro-posals. Describe similarity to the type of services specified in this solicitation. Include client refer-ences. Responses must include GSA Standard Form 254 and 255, which reflect the entire project team. The selection will be based solely upon evaluation of the following factors: Selection Requirements and Factors will be based upon the following: 1. PROFESIONAL CAPABILITY AND EXPERIENCE [40%] The offeror will identify and detail the academic and professional credentials, including their design and/or construction experience as a background for design review for the type of services, specified in this solicitation. Identify: Abilities, knowledge and experience of the personnel to be utilized in the provision of these services, including key individuals, VE team coordinators, VE team specialists, cost estimators and support staff. Personnel ability and experience in working together to provide required services. Capability and experience of management personnel assigned to this contract. Capability and experience with metric system. Knowledge of Government criteria and standards. Knowledge of Local and National codes; The following categories will be addressed: Disciplines: Architectural, Civil, Structural, Mechanical, and Electrical; Specialties: Fire & Life Safety, Security, Seismic, Blast, Accessibility, Cost Estimating, Historic preservation, Elevators, Geotechnical, Telecommunications and Hazard Abatement (asbestos, contaminated soil, lead, PCBs, etc.). 2. VALUE ENGINEERING EXPERIENCE [35%] The firm will submit a description of their value engineering experience during design and construction with alterations and new con-struction project with budgetof $1.5M or greater. Describe degree of complexity of projects and ability to produce workable solutions to control and/or reduce the cost with no adverse impact on scope, schedule and quality. 3. MANAGEMENT & ORGANIZATION [25%] Describe management approach to performing the work, namely: management plan, and availability and commitment of key personnel, roles of key personnel, security clearances, and organization chart. Describe past successes in attracting expert specialists and strategy for expanding and updating the network of specialists. Address the capability and experience in working with eminent design professionals. Discuss sufficiency of staff to provide VE services for 4 projects simultaneously. Describe office equipment that insures the firm's Specification Software Compatibility w/GSA Region 2. To assure maximum efficiency of communication, an e-mail address will be maintained by the A/E. Following screening of qualifications and performance data, approximately five (5) firms will be short-listed for interviews and evaluation. From the interviewed short-listed firms, selection will be made, the result of which will be published. This procurement is being issued under the Small Business Competitiveness Demonstration Program. Consideration will be given to both large and small business concerns having an existing active production office located within the geographic limitation referred to above. The size standard for a business concern under this announcement is a concern, including its affiliates, having an average annual sales receipt for its preceding three fiscal years not in excess of $4,000,000.00. In accordance with Public Law 95-507, the selected A-E will be required to provide maximum practicable opportunities for Small Business Concerns and Small Disadvantaged Business Concerns owned and controlled by socially and economically disadvantaged individuals to participate as subcontractors in the performance of this contract. As part of its commitment to socioeconomic initiatives of the Federal Government, the General Services Administration has established subcontracting goals of 32 percent for Small Business, 6 percent for Small Disadvantaged Business, and 3 percent for Women-Owned Small Business, and 0.5 percent HUBZone Small. In support f the agency's efforts, firms seeking consideration for this contract shall demonstrate a proactive effort to achieve the above goals/ The use of subcontractor consultants will be reflected in a small business Subcontracting Plan to be submitted with the submittal and included in the contract. Firms must also provide a brief written narrative of outreach efforts made to utilize small business, small disadvantaged business, women-owned small business concerns, and hubzone small. The narrative shall not exceed one typewritten page. An acceptable subcontracting plan must be agreed to before contract award. Small business, small disadvantaged business and women-owned small business concerns, and hubzone small are strongly encouraged to participate as a prime contractor or as a member of a joint venture with other small businesses. All interested large business firms are reminded that the successful firm will be expected to place subcontracts to the maximum practical extent possible with small, small disadvantaged, women-owned small business, and hubzone small firms as part of their original submitted teams. Firms having the capability to perform the services described in this announcement are invited to respond by submitting a completed SF 254 for the prime firm and each proposed consultant (if any), which must be dated no more than twelve months before the date of this synopsis, and a composite SF 255 along with a letter expressing interest. Please not: in Block 8 of SF-254, specify only current payroll (non-contract) personnel of each firm. In block 10 of the SF-255, the firm MUST sign (name and title) and date the submittal.
