conradd@hanscom.af.mil. The evolution of a Theater Missile Defense
(TMD) capability for the Ground Theater Air Control System (GTACS) is
currently centered on using the AN/TPS-75 Radar Set as its primary
surveillance platform. [Northrop Grumman Corporation (formerly
Westinghouse) is the developer and manufacturer of the AN/TPS-75].
Leveraging off of the experience, knowledge, and investment gained from
the HIGH GEAR and Expert Missile Tracker (EMT) prototype efforts, the
US Air Force desires to move forth with Engineering and Manufacturing
Development (EMD) and Production phases. During this the EMD Phase of
this acquisition, the contractor shall: 1. Modify the radar set to
detect and track Theater Ballistic Missiles (TBM) and perform Ground
Control Intercept (GCI) within its surveillance volume, simultaneously,
with no degradation of either mission. The radar shall integrate with
the EMT correlator as well as with DoD TRI-TAC communication systems.
2. Re-host previously developed EMT correlator software to a DII COE
platform. The correlator shall be configured to integrate a minimum of
5 EMT radar inputs. Additionally, the correlator shall accommodate
future expansion (i.e. incorporating TMD data from dissimilar
(non-GTACS) sensors). 3. Ensure the correlator provides TADIL B and
TADIL J data link output(s), with the capability to interface with the
latest version of AN/TYQ-23 Modular Control Equipment (MCE) as well as
the AN/TSQ-214, Air Defense System Integrator. 4. Provide and integrate
the capability to send plot data from the AN/TPS-75 to the Battle
Management Control and Command Centers (BCC, AOC, etc.), the FAA, and
the Drug Enforcement Agency C2. 5. Provide the first two production
model EMT Radar Mod Kits and correlators. 6. Support Government
directed initial operational test and evaluation and field testing for
the developed system. 7. Develop the manufacturing capability to
produce enough EMT radar modification kits and correlators to upgrade
the entire GTACS radar fleet. 8. Support a 24-month delivery schedule.
Upon successful completion of the EMD phase and system acceptance, the
Government intends to procure and field the system. During the
production phase, contractor shall: 9. Support the installation of EMT
radar kits and correlators in the field, both overseas and stateside.
10. Develop and provide a technical data package and level 3 technical
drawings to allow for sustainment and re-procurement by the depot. Said
package must include text fixtures and test procedures. 11. Develop
Time Compliance Technical Orders (TCTOs) to support EMT modification
kit installation, as well as changes to the baseline Technical Orders
(TOs) for the EMT radar. 12. Provide initial operating spares, as well
as readiness spares packages, for the developed system. 13. Provide
interim contractor support for the system prior to the establishment of
a depot capability. 14. Provide a Type 1 training program, both
operator and maintainer, for the developed system. 15. Update the
Theater Command and Control Simulator Facility to be able to
participate in Operation Roving Sands and Operation ULCHI Focus Lens
with a Theater Missile Defense System Exerciser. 16. Support the 4-lot
prototype EMT systems located in Korea and CENTCOM until they can be
updated with the developed EMT production system baseline
configuration. The government cannot furnish complete data packages for
the current Expert Missile Tracker radar and correlator prototype.
Ultimately, the contractor must have an intimate working knowledge of
the AN/TPS-75 radar set. Additionally, the contractor must have the
demonstrated ability to reverse engineer the tracking and correlation
algorithms developed, tested, and validated under previous efforts.
Anticipated EMT production quantity is 25 to 27 Radar Mod Kits and 10
Correlators. Contractors who believe they can meet these requirements
should submit a qualification package, not exceeding 10 pages, to the
above address no later than 15 days after the date of this publication.
This package must describe the prospective source's: 1) Detailed
knowledge of the mechanical and electrical design of the AN/TPS-75; 2)
Ability to install the kits into the AN/TPS-75 consistent with the
existing integration approach, perform electromagnetic and interference
measurements in the AN/TPS-75, and provide depot support to USAF field
sites; 3) Detailed plan to compensate for lack of technical data on
the AN/TPS-75 Radar, AN/UYQ-27, and the EMT Prototype System,
highlighted by prior applicable reverse-engineering experience; 4)
Existing capability to develop HOL software; 5) Existing capability to
process Radar data, and track ballistic missiles in real-time using
fused plot data from multiple Radars; 6) Experience with encrypted
tactical communications; 7) Capability to meet this effort's 24 month
schedule; 8) Approved capability to store and process classified
information via current US Secret facility clearance (see provisions of
DOD-5220.2-M, DOD-5220.22-R). Operational Modular Control Equipment
Operations Modules (MCE OMs) will not be available for extended periods
during this contract. The capability package must also describe the
prospective source's: 9) Detailed knowledge of and applicable
experience with: the baseline AN/TYQ-23 System and the AN/TSQ-214, and
software/firmware integration into the MCE OM. All respondents must
supply the following: Company name, address, CAGE code, POC, size of
business, US or foreign owned. This synopsis is for informational and
planning purposes only and does not constitute a solicitation, or a
synopsis of a solicitation, or a commitment on the part of the
Government to later publish a solicitation. The Government will not
reimburse the costs of preparing or submitting a response to this
synopsis. Any questions should be directed to the PCO listed above. An
Ombudsman has been appointed to address concerns from offerors or
potential offerors during the proposal development phase of this
acquisition. The Ombudsman does not diminish the authority of the
program director or contracting officer, but communicates contractor
concerns, issues, disagreements, and recommendations to the appropriate
Government personnel. When requested, the Ombudsman shall maintain
strict confidentiality as to the source of the concern. The Ombudsman
does not participate in the evaluation of proposals or in the source
