(NIMA) has a requirement for a comprehensive Employee Assistance
Program (EAP) for Washington D.C. metropolitan area employees. The goal
of the EAP is to assist civilian employees in achieving optimal job
performance through problem resolution in the form of short-term
counseling services and referral to established community resources for
extended treatment and rehabilitative care. The range of problems
covered under the EAP include, but are not limited to, alcohol and drug
abuse, and emotional and behavior problems which may adversely impact
job performance. The EAP requirements include (a) an estimated client
yearly workload of approximately 175-225 employees for counseling,
referral, and progress monitoring; (b) an estimated 300-400 per year
requirement for group problem solving and workplace assistance
consultations with executive, supervisory, managerial and
non-managerial personnel in areas to include but not limited to Human
Resources, Union, General Counsel, EEO, Security, Inspector General,
Wellness, and Occupational Health; (c) an estimated 30-50 per year
requirement for EAP training and education, workshops, seminars,
program promotion and participation on Agency committees/councils; and
(d) unlimited NIMA Washington area employee access to child care and
elder care referral assistance to include counseling days, on-site
seminars and telephone referral for an estimated 125-175 employee
clientele; (e) supervisory review of case and consultation management;
(f) a 24-hour toll free telephone answering service available to all
NIMA employees including those in world-wide geographic locations; and
(g) briefings and monthly reporting. The EAP shall be headquartered
full-time at the NIMA-Bethesda, MD site with some work conducted at
other Washington D.C. area sites. Government furnished office space and
limited equipment access will be provided for use in the administration
of the Program. The period of performance for this contract will be
from 1 October 1999 through 30 September 2000, with four one-year
option years through 30 September 2004. Award will be based on a best
