The Naval Undersea Warfare Center Division, Newport intends to award a 5 year Indefinite Delivery Indefinite Quantity (ID/IQ) Services type contract with Cost Plus Fixed Fee (CPFF) provisions. It is contemplated that Term and Completion task orders will be issued under the contract to obtain Engineering and Technical Services for the Code 831/833 Tomahawk, Harpoon, advanced Missiles Systems and Unmanned Aerial Vehicle (UAV) programs covering the following task areas: Systems Development, Analysis, Integration and Certification, Product Engineering Test and Evaluation Programmatic Support In the course of performing, the successful contractor is required to establish detailed hardware and software specifications and to also perform independent validation and verification (IV&V) and testing of various systems, hardware components and software. As a result, organizational conflict of interest clauses will be applicable. Estimated contract award is for approximately 234,000 hours which equates to 26 people comprised of 19 categories of labor with the following KEY categories: Missiles Systems Engineer III(36,000), Project Systems Engineer III(13,500), Computer Engineer II(18,000). Sr.Drafter(9,000), Best-value evaluation criteria for Technical Capability and Cost factors are applicable and a Multiple Awards option is included.
