The PTO's recruiting goal is to hire approximately 700 patent examiners each year. Advertising and marketing materials need to create a unique image that portrays the mission of the PTO and attracts applicants. Special emphasis is needed for on-campus advertising, internet advertising, in-theater advertising on advice on creating an employee referral program. The Contractor will also be required to create solutions using strategically targeted marketing tactics other than those already listed. The Contractor must have all the necessary equipment, facilities, and resources to provide all products needed for a total advertising campaign for all media -- print, internet, radio and television, theater, etc. The Contract will have a contract term of one year. This acquisition is being conducted in accordance with Federal Acquisition Regulations (FAR) Part 12, Acquisition of Commercial Items. The procurement will be set-aside 100% for Small Businesses using Standard Industrial Code (SIC) 7311 with a small business size standard of $5.0 million.
