Harris, (415) 427-1332 The project consists of furnishing all
materials, labor, equipment and supervision required to replacing
existing HVAC units with a ground source heat pump system and replacing
existing flat roof with a pitched roof system. The work includes, but
is not limited to, (1) removing an insulated built-up roofing system
from the Visitor Center and installing a new roofing system consisting
of new 4 in 12 roof trusses, plywood sheathing and composite shingles.
Included in extending the existing roof penetrations to the new roofing
system and access openings to the new attic space; (2) Furnishing and
installing a new earth coupled, water source HVAC system, including
ducting for the entire building. HVAC unit to be installed in the new
attic space; (3) Constructing an emergency generator building and
foundation and installing a Government-furnihsed generator and
connecting to the existing electrical system; and (4) Miscellaneous
electrical work which includes installing a new disconnect switch for
the Visitor Center electrical system in the new emergency generator
building. The project is located at Great Basin National Park, Baker,
Nevada. Contract duration is 150 calendar days. The price range is
between $250,000 and $500,000. This procurement will result in a
firm-fixed-price contract. This procurement is open to both large and
small businesses. The Standard Industrial Code is 1542 and the annual
size standard is $17.0 million. This procurement will be awarded to the
responsible offeror whose offer represents the "best value" to the
Government. The best value determination will be made on the basis of
(1) acceptability of the offer; (2) capability (e.g., experience and
past performance) of the offeror; and (3) price reasonableness. The
Government will assess the capability of each offeror on the basis of
(1) its organizational experience; (2) its organizational past
performance; (3) its qualifications and experience of key personnel;
and (4) its demonstrated ability to comply with instructions. The
Government considers an offeror's capability to be approximately equal
to its price. THE SITE VISIT IS SCHDEULED ON AUGUST 18, 1999 with
participants to meet at 10:00 AM at the Great Basin NP Visitor Center,
Baker, Nevada. Requests for the solicitation package shall be in
writing stating Request for Proposal No. 1443RP8000-99-021, with
complete name, address and area code and telephone and facsimile

packages will be available on or about July 28, 1999 at no-charge and
issued on a first-come-first-served basis. Only one solicitation
