(except those identified as government-furnished) to modify existing
single steel pile structure identified as OLGA STRAIT LIGHT 7 (LLNR
25075). Modifications will be to create a 3-pile dolphin structure, and
will include ladder removal, removal and storage of 4' square platform
mounted atop the single pile, fabricating and installing a steel
batter pile driving template, driving and cutting to length (2)
government-furnished 12 3/4" O.D. batter piles, reinstalling platform,
and the fabrication and installation of new ladder assemblies. The
contractor will be responsible for pick-up and delivery of these piles
from the Petersburg facility to the work site. As some of the work may
require the presence of Coast Guard personnel, the contractor shall
coordinate closely with the USCGC WOODRUSH and the Contracting Officer
to coordinate the schedule. All work must be completed prior to April
28, 2000. The estimated cost range for this project is between $25,000
and $100,000. The work required by this solicitation is identified as
Industry Standard 1629 and the applicable size standard is $17.0
million dollars in annual receipts for the past three years. Request
for Quotation packages must be received in this office by the close of
business 2 August 1999. This procurement is issued pursuant to the
Small Business Competitiveness Demonstration Program, Public Law
100-656, as implemented by the OFPP Policy Directive and Test Plan
dated 8/31/89. This is NOT a small business set-aside. All responsible
sources may submit a quote which shall be considered by the U.S. Coast
Guard. For Minority, Women-Owned and Disadvantaged Business
Enterprises: The Department of Transportation (DOT), Office of Small
and Disadvantaged Business Utilization (OSDBU), has a program to assist
minority, women-owned and disadvantaged business enterprises to acquire
short-term working capital assistance for transportation-related
contracts. This is applicable to any eligible prime subcontractor at
any tier. The DOT Bonding Assistance Program enables firms to apply for
quote, performance and payment bonds up to $1.0 million per contract.
The DOT provides an 80% guarantee of the quote amount to a surety
against losses. Loans are available under the DOT Short Term Lending
Program (STLP) at prime interest rates to provide accounts receivable
financing. The maximum line of credit is $500,000. For further
