Request for Offer (RFO) for fabrication of Thermoplastic Composite
Lines in accordance to the following specifications: The lay-up is to
be (0,90,+45,-45)s with 0-degree direction defined along the axis of
the tube. The flanges are to be built up to a thickness of 18 plies.
The part must be manufactured by automated tape placement. Tolerances
are +/- .05 inches. NASA/MSFC intends to purchase this service from
Union College, Schenectady, NY. This purchase is being made pursuant to
FAR 6.302-1. Competition is impractical because no other source has the
state-of-the-art technology necessary to use automated manufacturing to
make multi-directional composite lines with thermoplastic material.
Efforts to locate other sources capable of meeting this requirement
have been made with no success. The suggested source has demonstrated
high quality techniques to manufacture the required test article. The
Government does not intend to acquire a commercial item using FAR Part
12. See Note 26. See Note 22. An Ombudsman has been appointed. See
Internet Note "B". Interested firms have 15 days from the publication
of this synopsis to submit in writing to the identified point of
contact, their qualifications/capabilities. Such
qualifications/capabilities will be used solely for the purpose of
determining whether or not to conduct this procurement on a competitive
basis. A determination by the Government to not compete this proposed
effort on a full and open competitive basis, based upon responses to
this notice is solely within the discretion of the Government. Firm
date for receipt of offers will be stated in the RFO. All qualified
responsible sources may submit an offer which shall be considered by
