E-MAIL: Contract Specialist and Procuring Contracting Officer, tdavis@spawar.navy.mil and summerse@spawar.navy.mil. hBattle Group -- Exploit Airborne Radio (BiG EAR) The Space and Naval Warfare Systems Command (SPAWAR) is currently planning procurement for the development of a prototype Navy Communication Intelligence Pod for mounting on various carrier based aircraft/helicopters to provide the airborne intercepted signals to BGPHES. The requirements for this system are specified in draft BG-EAR Draft Requirements document dated 12 July 1999, which is posted on the SPAWAR Business Opportunities Page. The key development objective is to modify an existing pod or COMINT exploit equipment for use with the CHBDL and BGPHES surface cryptologic systems. It is desired that the pod comply with industry standards and cryptologic exploit architectures, maximizing the use of COTS/NDI components and subsystems, and minimizing life-cycle costs. The BG-EAR prototype will be required to operate with and interface to different platforms and communication links. Air platforms will include carrier borne aircraft. The planned contract vehicle is planned for award in early FY00 and will last for 1 year. There will be an UNCLASSIFIED industry briefing for all potentially interested offerors from 1300-1700 on Thursday, 27 July 1999 at the ADM Kidd Conference Center in San Diego, CA. No clearances will be necessary to attend the brief, however all attendees must be identified in advance for access to the Navy Facility. Capacity is limited to 125 people, therefore industry is requested to limit attendees to a maximum of 4 per company. Directions to the ADM Kidd Conference Center: (a) From San Diego Airport, it's a short taxi ride. Enter Harbor Drive going towards Point Loma, and just past the airport you go over a small bridge. The next turn to your left will be Gate 1 (aka Gate 10) entrance. The guard will need to clear you for entry. Bear left, then turn right at the edge of a marina and proceed a block or so to the Conference Center at the end of the street. (b) From I-5 or I-8, take the Rosecrans Street exit where the freeways cross. Take Rosecrans about 3 miles west to Nimitz Avenue. Turn left on Nimitz and left again at Harbor Drive. Go east on Harbor Drive about a quarter mile to Gate 1 (aka Gate 10). Approximately two weeks after the briefing interested offerors will be requested to submit a Capabilities Statement discussing their ability to meet the Navy's requirements. It is anticipated that the Capabilities Statement will discuss the offeror's experience and capabilities in the areas of (a) Airborne Pods and (b) Exploitation Receivers, including past performance information relative to cost, specifications, capabilities, delivery lead-times, etc. A subsequent CBD announcement will be issued requesting Capability Statements.
