deboisk@spawar.navy.mil. The Space and Naval Warfare Systems Command,
JMCOMS PMW 179, intends to purchase 51 enhanced manpack field radios by
30 September 1999, with options for additional buys. The proposed Firm
Fixed Price contract will consist of a base year and four options. A
lightweight mobile unit is required that is capable of utilization by
field units, as well as onboard ship, airplane, or other mobile
platforms. It must be Demand Assigned Multiple Access (DAMA)
certifiable by JITC (MIL-STD 188), and able to operate in either 5 kHz
or 25 kHz DAMA and Satellite Communication (SATCOM) modes.
Additionally, the unit must operate in both VHF and UHF bands (30 to
400 MHz) and be capable of both Line of Sight (LOS) and SATCOM
operations. Its output modulation must be capable of both AM or FM. The
unit must include a Beacon operation capability. NSA must have approved
the radio's embedded COMSEC/TRANSEC and DAMA orderwire encryption. Its
standard encryption capabilities must be compatible with KY-57/58,
KY-99/100, ANDVT/KYV-5, and KG-84 cryptos. Since this unit will be used
in the field it must be light-weight and man portable. It should use
modular construction for easy field maintenance, which also enables
utilization of modules to incorporate HAVE QUICK and SINCGARS anti-jam
capabilities, which are both necessary functions. It should have
Built-In Test Equipment (BITE) for easy maintenance and
troubleshooting. Additional information on this procurement is provided

51 Radios. The four out-year option quantities are 50 each, for a total
possible quantity of 251. Per FAR 15.202, when the DRAFT RFP is
released all correspondence or meetings with the Technical Office shall
include Ms. Kim DeBois Sousa from the SPAWAR 02-32 Contracts Branch.
Once the DRAFT RFP is modified to incorporate Section M, and thus
become the FINAL RFP, any and all correspondence (written or oral) must
