vascular laser system with multiple wavelength, long-pulse width with
integrated dynamic cooling. In addition to other functions, this system
must be a tuneable wavelength, long pulse width, vascular laser system
for the treatment of portwine stains, telangiectasia, hemangiomas, and
other vascular lesions. It must also be used to treat keloids,
hypertrophic scars, and warts. The system must be fully automated with
computerized control. The system must be Y2K compliant. The Navy
intends to negotiate with Candela Laser Corporation as the only source
on an other than full and open competition. See Note 22. This is a
combined synopsis/solicitation for commercial items prepared in
accordance with the format in FAR Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation document; proposals are being
requested, and a written solicitation will not be issued. Responses
must contain sufficient documentation to establish a bonafide
capability to fulfill the requirements. The request for quotation
number is N62645-99-R-0020. The solicitation document and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular 97-12. Candela Laser Corporation, 530 Post Road, Wayland, MA
01778-1886 shall satisfy this requirement by providing the following:
One (1) vascular laser system. In addition to other functions the
system shall have dynamic cooling integrated into the device. The
system shall be a tuneable wavelength, long pulse width, vascular laser
system for the treatment of portwine stains, telangiectasia,
hemangiomas, and other vascular lesions. It shall also be used to treat
keloids, hypertrophic scars, and warts. The system must be fully
automated with computerized control. Wavelengths 585, 590, 595, 600
nanometers are required to allow the physician to control the depth of
penetration and vessel coagulation. A nominal pulse duration of 1500
microseconds is required for uniform heating and coagulation across the
entire vessel diameter. The system shall include 5mm, 7mm, 10 mm, and
elliptical spot hand-pieces. The dynamic skin cooling device shall be
integral to the system. The system shall be foot-pedal and
finger-switch operated. This system shall include two pairs of operator
goggles, four pairs of observer goggles, and 1 pair of patient goggles
for 585-600nm range. The dye kit shall guarantee 30,000 pulses. This
system shall be shipped to the Navy Medical Center San Diego, installed
and calibrated on site. Delivery shall be within 30 days of award at:
