Research Service, Weslaco, Texas has a requirement to purchase a video
camera with a high quantum efficient and non-external cooling Indium
Gallium Arsenide (InGaAs) sensor that has spectral sensitivity within
the 900 to 1700nm waveband. This spectral waveband encompasses the
near-infrared and mid-infrared regions of the electromagnetic spectrum.
Our research interest is in the 1300 to 2500nm portion of the
electromagnetic spectrum. This is a combined synopsis/solicitation for
commercial items prepared in accordance with the format in FAR subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation; proposals
are being requested and a written solicitation will not be issued. The
solicitation number is R8-6204-1999 and is issued as a request for
quotation (RFQ). This solicitation document incorporates those
provisions and clauses in effect through Federal Acquisition Circular
97—12. This solicitation is a small business set-aside; the
Standard Industrial Classification (SIC) Code is 3861 and small
business size standard is 500. The USDA, Agricultural Research Service
intends to award a purchase order on a sole source basis to Sensors
Unlimited, Inc., Princeton, NJ for one (1) Near Infrared Camera "Name
Brand or Equal" to the, Room-Temperature Digital InGaAs Area Camera,
model number SU320-1.7RT-D/RS170C with the following minimum
specifications. 1) Room temperature operated sensor. 2) C mount optics.
3) Analog and Digital video outputs. 4) Genlockable. 5) RS-170 video
output and TLL RS422 digital output (12 bit). 6) Indium Gallium
Arsenide Sensor. 7) Spectral response of .9 micrometer to 1.6
micrometers. 8) 100% fill factor. 9) 320 X 240 pixel resolution. 10)
Asynchronous operation. 11) Integration time operation. 12) Compact and
Ruggedized. The camera shall be delivered to the USDA, Agricultural
Research Service, Subtropical Agricultural Research Center, 2413 East
Highway 83, Weslaco Texas. The Government "desires" delivery within 60
days or less after receipt of the purchase order by the successful
offeror; however, each offeror shall include their proposed delivery
schedule as part of their quotation. Acceptance and FOB point are
destination. In order to be considered for award offerors shall provide
a quotation on company letterhead detailing the unit pricing;
descriptive literature and brochures shall also be provided for the
product quoted. The Government is conducting this procurement using a
trade-off approach, where technical capability of the product to
perform the desired function, past performance, and price will be
evaluated in making an award. For this solicitation price and technical
are approximately equal factors, and the Government expressly reserves
the right to award to other than lowest priced offer. Offers should
include a list of at least three references to include the company
name, point of contact, phone number and fax number. References should
reflect similar type of equipment purchases. The following FAR
provisions apply to this solicitation: 52.212-1 "Instructions to
Offerors -- Commercial", 52.212-2 "Evaluation _ Commercial Items",
Offerors shall include a completed copy of the provision at 52.212-3
"Offeror Representations and Certifications -- Commercial Items", with
this offer; a copy of this provision may be obtained from the
contracting officer or at http://www.arnet.gov/far. 52.212-4 "Contract
Terms and Conditions -- Commercial Items", 52.212-5 "Contract Terms
and Conditions Required to Implement Statutes or Executive Orders --
