Contracts Office, Contract@nist.gov. The National Institute of
Standards and Technology (NIST), has a requirement for a Programmable
Logic (digital) Array (PLA) System with several levels of complexity
designed to sort pulses and store non-continuous occurring (random)
electronic (analog) pulses generated from nuclear decay sample and
anticoincidence detectors. The PLA system shall have the following
capabilities and shall include ancillary components to meet these
requirements: 1) recording the time-of-arrival (time-stamping) for each
analog pulse. 2) converting pulse parameters, e.g. pulse height and
rise time to digital values. 3) recording these digital values for each
pulse. 4) digitizing each pulse with a computer-based oscilloscope. 5)
sorting pulses according to preprogrammed conditions to detect, e.g.
coincidence events vs anti-coincidence events among other, and 6)
storing in memory the entire data record (time-of-arrival, parameters
and event code) for each pulse. The electronic pulses of interest are
each characterized by a pulse width as wide as 50 microseconds and a
pulse height as large as 10 volts that originate from nuclear decay and
environmental background radiation. This PLA System shall be replicated
a minimum of 12 times to accommodate pulses acquired by as many as 12
pairs of detectors in combination as described above for simultaneous
operation and pulse sorting. Detailed specifications will be provided
in the solicitation. FOB Point shall be Destination, Gaithersburg, MD.
The Standard Industrial Classification (SIC) code is 3825 and the size
standard is 500 employees. This action is unrestricted. The period of
performance is 12 months from contract award. The Government requires
installation, set-up, a capability demonstration, and on-site training.
The contractor shall demonstrate that the system meets or exceeds all
performance specifications identified in the solicitation. The
Government requires one (1) set of manuals to include the appropriate
schematics for each component as well as the entire system. The
software source code shall be supplied with the ancillary commercial
software packages that is required for full operation of PLA system.
The system shall successfully pass the capability demonstration before
final acceptance. Award will be based on the offeror whose proposal
offers the best value to the Government, technical, price, and other
factors considered. All responsible sources may submit a proposal which
will be considered by the agency. Request for solicitation package
