requirement is to provide preventive, remedial, on-call and off-site
maintenance for the Automated Contract Preparation System (ACPS)
Peripheral Equipment. ACPS equipment consists of Data General
(DG)terminals and keyboards, printers, Hayes Modems, Multi-plexors and
NEC Printers. The principal function of ACPS is to prepare
solicitations, contracts and supporting documents. Potential sources
must be able to provide technical personnel, transportation, repair
parts, supplies, manual, tools, test equipment and other items as
necessary to perform maintenance of hardware to keep ACPS in good
operating condition. The source must be able to certify the work site
and equipment at the start and termination of the contract. The source
must provide spare parts and a daily log of maintenance actions as
well. The ACPS equipment is located at Wright-Patterson Air Force Base
(AFB), Fairborn, Ohio; Tinker AFB, Oklahoma City; Kelly AFB, San
Antonio, Texas. Period of Performance is projected to be 01 Oct 1999
through 30 Sep 2000. This contract includes four one-year option
periods. The Request For Proposal (RFP) will be posted on the Preaward
Information Exchange System (PIXS) at Wright- Patterson AFB, OH. The
PIXS website is as follows: http://www.pixs.wpafb.af.mil. The RFP will
be issued approximately 03 Aug 99, and available only on PIXS. No hard
copies will be sent. All responsible sources may submit a proposal
which shall be considered. Facsimile or alternate proposals are not
acceptable. This will be a best value award. The government will
determine the proposal that provides the most advantageous offer to
satisfy the requirements of this RFP based on an integrated assessment
of each proposal. Contractors must be registered in the Central
Contractor Registration (CCR) for consideration for awards. To register

Mr Stephen J. Plaisted has been appointed as Ombudsman to hear concerns
from offerors, or potential offerors, during the proposal development.
The purpose of the Ombudsman is to communicate contractor concerns,
issues, disagreements, and recommendations to the appropriate
government personnel. Existence of an Ombudsman does not diminish the
authority of the program director or the contracting officer.
Accordingly, the Ombudsman does not participate in the preparation of
solicitations, the evaluation of proposals or the source selection
process and, therefore, for routine matters on individual
