being solicited under the Simplified Acquisition Procedures. Contractor
support is needed to produce a single reference book to organize and
document the working principles, the ongoing, day-to-day standard
operating procedures and relationships, the responsibilities of the
parties of the REO function in the Management and Marketing operating
environment, and the responsibilities of the HUD staff in the post
transition/implementation period of the Management and Marketing REO
environment. The reference shall include all three of the major
functional areas to be performed by the HOC REO Staff: Contract
Monitoring and Management Controls, Financial Disbursements and
Controls, and GTR Approval of Contractors requests for exemptions. This
reference shall be approximately 100 pages and shall use a format well
designed to organize and present the materials, shall cross-reference
its materials to the Management and Marketing Contract and shall
organize the major topics including using tables and chart to make the
information readily and easily available. The deadline for the Request
for Quotations (RFQ) is August 3, 1999, at 3:00 p.m. All interested
parties must forward their mailing address to the address shown above
by July 22, 1999. The offerors are required to provide two (2)
self-addressed gummed mailing labels when requesting this RFQ. All
request for RFQ and attachments must be in writing. HUD post all
required notices of its contracting opportunities on its Internet Home
Page Contracting Opportunities site at
http://www.hud.gov/cts/ctsoprty.html. Potential offerors who download
copies of the RFQ on July 23, 1999, from HUD's Home Page will NOT
automatically receive any amendments to those request. You are advised
to check back frequently to see it HUD has issued any amendments to
the RFQ you have obtained. All amendments will be posted on, and may be
