(HCFA) intends to award on a competitive basis, under the Simplified
Acquisition Procedure (Dollar Threshold of $100,000) an award to modify
already existent outreach materials and an outreach kit in a culturally
competent manner in order to provide information to Asian Americans and
Pacific Islanders and American Indian and Native Alaskan Populations
about Dual Eligible Buy-In Programs and assist those populations in the
application process. This would also include creating new outreach
materials and information delivery methods as appropriate, revision of
current HCFA in-house screening tools as appropriate, creation and
utilization of culturally competent information delivery
infrastructures, referral to appropriate one-on-one application
assistance and enrollment liaison efforts, and referral, as
appropriate, to advocacy programs. The Contractor shall (1) convert all
HCFA-provided materials into culturally competent formats, use social
marketing techniques such as focus groups to tests converted materials,
make appropriate adjustments to develop new materials and develop final
outreach materials; (2) prepare a workplan which (a) identifies
information infrastructures to be tests, (b) identifies representative
community outreach individuals and groups, (c) selects pilot sites,
and (d) develop targeted outreach approaches; (3) a draft report to
analyze and evaluate information infrastructures used and effectiveness
of materials, proposed changes to make materials more effective and the
system more user-friendly, and recommend permanent channels of
communications in reaching low-income and poverty level
beneficiaries,and the applicability of such information infrastructures
to other low-income Federal health insurance programs, such as the
Children's Health Insurance Program; and (4)prepare a final report. A
