The U.S. Army is seeking sources for an Underwater Construction Set.
The Underwater Construction Set (UCS) is made up of four different
equipment sets, each installed in a reusable, Government furnished,
metal container. The four metal containers, called Quad cons, are
fastened together in a unit, which can then be loaded onto a Government
furnished Heavy Expanded Mobility Tactical Truck (HEMETT) and
transported to the various dive sites. The required equipment sets are
divided into the following: a. Hydraulic Tool Package, consisting of
a hydraulic power unit and a selection of drills, hammers, saws,
breakers, etc. designed for underwater use. b. Cutting and Welding
Package, containing welding and welding related equipment for both
surface and underwater welding and cutting. c. Salvage Package, which
contains the equipment necessary to locate and lift underwater
obstructions. d. Hand Tool Package, containing equipment necessary to
perform general construction work. This equipment consists of saws,
sledge hammers, bolt cutters, cable cutters, woodworking tools, etc.
The contractor will be responsible for procuring and installing all of
the required tools. Specific tool lists, containing approximately 160
items, have been prepared and will be a part of the bid package. The
contractor will develop a loading plan, in consultation with specified
Government employees and the contract requirements, and will design
the shelves, drawers, hangers, tie-downs, etc. necessary to ensure safe
transportation of the equipment. The contractor will perform testing as
required to ensure that the fully loaded four Quad cons, when assembled
together as a unit, can be loaded on and off the HEMETT and transported
to various work sites without damage to the Quads or any of the stored
