make multiple awards of indefinite-delivery/indefinite-quantity
contracts to provide services related to Information Systems
Engineering (ISE). This solicitation is for the re-procurement of the
ISE services currently provided under the Multiple Contractor Resource
Base, commonly known as the OMNI Contracts. This solicitation seeks
resources to support all phases of the ISE life-cycle. When performed
as an integral part of an ISE Task Order, work in the basic support
areas e.g., multiple information systems development/integration. Task
Orders may include requirements in some or all of the following areas:
1) Information Systems Security; 2) Networking and Communications
(National and International Standards); 3) Information Distribution and
Wareh ousing; 4) Artificial Intelligence (AI); 5) Distributed
Databases; 6) Geographic Information Systems; 7) Software Application
Approach; 8) Project Management and Control; and 8) Applied Behavioral
Science. Volpe s clientbase requires that vendor teams offer
capabilities and knowledge sharing mechanisms relating to: 1) existing
technologies/methodologies that address current logistics and
transportation issues and 2) cutting edge technologies/methodologies
that show promise of transforming the transportation/logistics
enterprise during the life of this contract. This is not a small
Business set-aside; however, the Volpe Center, given acceptable
proposals, intends to make at least one award to a small business and
at least one award to small disadvantaged business. The SIC Code for
this procurement is 7379. The Volpe Center uses electronic commerce to
issue RFPs and amendments to RFPs. Paper copies of the RFP or
amendments will not be issued. These documents will be available on a
WWW server which may be accessed using Web browsers. The WWW address,

receive electronic notification of the solicitations posting and
availability for downloading may register at the Volpe Center site.
Contractors are warned that when they register to receive
solicitations, amendments and other notices, the responsibility for
providing the Government with an accurate and complete e-mail address
lies with the contractor. The Government will make no additional
efforts to deliver information when the system indicates that
transmissions cannot be delivered to the e-mail address provided. This
notice is for informational purposes for Minority, Women-Owned and
Disadvantaged Business Enterprises: The Department of Transportation
(DOT), Office of Small Business And Disadvantaged Business Utilization
(OSDBU), has a program to assist minority, women-owned and
disadvantaged business enterprises to acquire short-term working
capital assistance for transportation-related contracts. Loans are
available under the DOT Short Term Lending Program (STLP) at prime
interest rates to provide accounts receivable financing. The maximum
