The Military Operations in Urban Terrain (MOUT) Advanced Concept Technology Demonstration (ACTD) joint program, under the auspices of the Soldier and Biological Chemical Command, the U.S. Army TRADOC Dismounted Battlespace Battle Laboratory and the U.S. Marine Corps Warfighting Laboratory, announces a unique opportunity for industry and government agencies to demonstrate emerging technologies that have significant MOUT application. This event, called the Advanced Concept Excursion (ACE), provides a venue in which MOUT-related science and technology (S&T) products can be demonstrated to a carefully selected panel of military personnel comprised of senior NCOs and field grade officers possessing considerable MOUT knowledge and experience. This "User Jury" will rate the advanced technologies for expected significant military utility in the MOUT environment. The demonstrations will take place during 1QFY00 at the McKenna MOUT site, Fort Benning, GA. The purpose of ACE is to support S&T investment strategy for future, high payoff MOUT capabilities. Thus, we seek technologies that provide a significant increase to existing capabilities, or are revolutionarily new, and can transition from S&T in the 2000-2005 timeframe and then be fielded in the 2005-2015 timeframe. Because ACE is technology/capability driven, not requirements driven, such technologies may address the full spectrum of operations within a MOUT environment. Consequently, they are not limited to the suite of specific requirements that the MOUT ACTD is addressing (see website indicated below for general MOUT ACTD information). Furthermore, consideration of technologies is not constrained by current doctrine, with the exception of violation of current human use policy or treaties. Candidate technologies must meet the following criteria to be considered for ACE:For all candidate technologies:(1) they must have MOUT application(2) they must apply to at least one Battlefield Operating System (BOS)[The BOSs are: Maneuver; Command and Control; Combat Service Support; Fire Support; Mobility and Survivability; Air Defense; and Intelligence] (3) they must be applicable to Brigade level and below (4) the developer will bear the cost of development and getting the product to the demonstration. In addition to meeting the four criteria above, if the technology is hardware or equipment: (1) it must be at the breadboard/brassboard level (2) it must still require a minimum of 2-3 years additional RD&E investment to achieve a mature capability In addition to meeting the four criteria above, if the technology is a simulation that is to be used with a recognized force-on-force simulation model: (1) it must have readily compatible data for use in a recognized force-on-force simulation model (2) it must not require source code modification for demonstration It must be noted that there is no obligation on the part of the Government to enter into any type of contractual arrangement with any of the entities for any of the candidate technologies submitted. The application procedure for each candidate technology will involve submission of a short questionnaire (not exceeding two pages) that addresses the information noted above as well as other pertinent information. The period for submission is 1 Mar 99 to 1 Sep 99.
