NASA's Goddard Space Flight Center (GSFC) plans to issue Request for Proposal (RFP)5-12497/256 for support to Code 913, Climate and Radiation Branch. Draft RFP (DRFP)5-12497/256 was synopsized on March 29, 1999 and was issued on June 28, 1999 for industry comment. The RFP is being revised for final release. This procurement is a total business set-aside. See Note 1. The SIC Code and Size Standard are 8731 and 500 employees, respectively. The DPAS rating for this procurement is DO-C9. This requirement will support Code 913, Climate and Radiation Branch in the areas of modeling, simulations, and analysis of the Earth's climate and radiation involving aerosols, clouds precipitation, atmospheric and surface radiation, climate dynamics, and remote sensing of atmospheric and surface parameters. This procurement is a follow-on effort to requirements currently being performed under four separate contracts. A five year basic contract is contemplated for this effort. The contract type will be cost-plus-incentive-fee (CPIF), idefinite deliver, indefinite quantity (IDIQ), with performance based task orders. The provisions and clauses in the RFP are those in effect through FAC 97-11. An ombudsman has been appointed. See Internet Note "B". The anticipated release date of RFP5-12497-256 is on or about August 12, 1999 with an anticipated proposal due date of September 27, 1999. All qualified responsible sources may submit a proposal which shall be considered by the agency. The solicitation and any documents related to this procurement will be available over the Internet. These documents will be in RTF format and Microsoft Office Suite (Word 6.0, Excel 5.0, or Power Point 4.0) format and will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application.
