is a combined synopsis/solicitation for commercial items prepared in
accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. The announcement
constitutes the only solicitation: proposals are being requested and a
written solicitation will not be issued. This solicitation document
incorporates all provisions and clauses in effect through Federal
Acquisition Circular 97-11. The solicitation number is
DE-RQ26-99FTS00937 and is being issued, on July 16, 1999, as a Request
for Quotations using Simplified Acquisition Procedures under FAR Part
13. Only written offers received by August 2, 1999 in accordance with
the solicitation, will receive consideration and responses must convey
the ability of the offeror to meet the stated requirements. The
documentation shall include descriptive literature containing
sufficient technical literature to establish a bonafide capacity of
meeting this requirement. Request for information should be directed to

specific activities and /or services to be provided under this
procurement action shall consist of the following: 1. Provide expert
advice for developing methods that optimize the collection of airborne
particles on standard and non standard filter disks (similar to those
used in FRM sampling instruments). The samples must be suitable for
characterization by microscopic methods that include, but may not be
limited to electron microscopic analysis, light microscopy, and
spectroscopic analysis on an individual particle basis. The particle
collection methods must be optimized to result in an even dispersion of
particles on the filter substrates. Primary and secondary particles
collected on the filters must be preserved in their as-collected state.
Consulting: 16 / 24 hrs. QUOTE RATE PER HOUR. 2. Prepare the airborne
particle filter samples collected at the PM 2.5 Air Monitoring Station
or other collection stations for electron microscopic
characterization. Sample preparation: 30 / 60 hrs. QUOTE RATE PER HOUR.
3. Perform detailed particle characterization studies using electron
microscopic and energy dispersive X-ray spectroscopic techniques.
Information shall be collected on an individual particle basis, and
will include, but may not be limited to imaging, collection of energy
dispersive x-ray spectra for elemental analysis, and measurement of
physical parameters such as individual particle size and shape. The
information generated from these individual particle studies shall be
electronically archived in a database, whose format is compatible with
standard commercially available PC based software such as MS Excel,
Lotus 123, and standard tiff image viewer software. The particle image
files shall include the EDS spectral information. The number of
particles to be characterized per sample and the number of samples to
be examined will be determined by the government. Sample turn around
time from receipt of an individual filter sample to production of the
sample data base shall not exceed eight (8) hours. Sample
characterization: 50 / 100 hrs. QUOTE RATE PER HOUR. 4. Provide
training on an as needed basis to fully utilize the information
collected on a particle basis. This training can include, but is not
limited to instruction on the use of the particle attributes database;
instruction on sample collection methods; and instruction on the use
of various microscopic characterization instruments. Data reduction: 60
/ 120 hrs. QUOTE RATE PER HOUR. 5. Provide time during regular 8:00 am
to 5:30 pm business hours, Monday through Friday, on an as needed
basis, for government employee use of vendor microscopy equipment and
database software. Microscopy equipment rental time: 100 / 200 hrs.
